Co-Chair Election
Congratulations to Donna McCartney (Region 3), who will assume Gary Miller’s (Region 6) co-chair position following the Thursday afternoon EF business session at the spring meeting in Atlanta. Donna was the only nominee, so an election is not necessary. Donna has worked for EPA since April 1987, when she was hired as an Environmental Scientist and RPM to work in the Region 3 Superfund program. Before joining EPA, Donna earned a B.A. in urban studies from Shippensburg State College (PA) and a M.S. in geo-environmental science from Shippensburg University of Pennsylvania. During her time in Superfund, Donna worked on various aspects of sites in Pennsylvania, including PRP searches, negotiating and issuing orders, testifying in federal court, securing funding for remedial action (water line construction), issuing RODs, and coordinating remedial design and construction work via the U. S. Army Corps of Engineers. In order to gain more experience with operating hazardous waste management facilities, she moved to the Region 3 RCRA enforcement group in the fall of 1992. Two years later, Donna began working as an RPM in the RCRA Corrective Action program and continues to work in the CA program to this day.
2009 NARPM Conference
Gary reminded state representatives to contact John Quander (TIFSD) if they plan to attend NARPM and require travel funding support. The EF state representatives on the call indicated they would not be attending NARPM.
The EF business sessions are scheduled for Tuesday afternoon (1:30-5:00 pm), Thursday morning (9:00-10:30 am), and Thursday afternoon (1:30-5:00 pm). Mike Gill (Region 9) and Hilary Thornton (Region 3) requested a data projector and computer for the Thursday morning business session, so any individuals planning to present on Thursday morning can use PowerPoint. The Thursday afternoon business session will focus primarily on planning for the fall 2009 TSP meeting, which may be co-located with the State Coalition for the Remediation of Drycleaners’ (SCRD) annual meeting.
On Monday, the Ground Water Forum (GWF) is planning a field trip Lawrenceville, GA, to learn about the fractured bedrock setting and discuss how the conceptual site model applies to contaminant hydrogeology. EF members are invited to attend and should register for the field trip on the NARPM conference website if they plan to attend. Participants should contact Kay Wischkaemper, GWF co-chair, for information on ordering a box lunch for the field trip. The bus will leave for Lawrenceville at 10:15 am and return to the hotel by 6:30 pm on Monday evening.
Michelle Simon (NRMRL-Cinc.) will ship a box of pens (to be used as prizes for the engineering puzzle competition) to Julie Santiago (Region 4). The forum dinner is tentatively scheduled for Tuesday evening. If any EF members would like to participate in the EF business sessions remotely via telephone, they should contact Gary Miller as soon as possible so he can arrange a speakerphone and outside line.
Hightlights Newsletter
To avoid duplication of effort, EF members should coordinate the distribution of the Highlights newsletter with other RPMs and RCRA staff in their Region.
Green Remediation Subcommittee Update
Mike Gill reported that the Green Remediation (GR) Subcommittee’s monthly calls will be held in conjunction with the regularly scheduled EF teleconferences. EF members interested in co-leading the GR subcommittee with Raji Josiam (Region 6) should contact Raji or Mike.
The agenda for the 8-hour GR training course is almost complete. The session, which is being held all day Wednesday (June 3), will concentrate on seven case studies and will include a panel discussion and a Headquarters update on GR activities.
The Superfund GR Strategy and green cleanup standards framework should be finalized by the end of June. ITRC’s Green & Sustainable Remediations Workgroup has over 100 representatives and is still accepting new members. If EF members are interested in joining this ITRC workgroup, they should contact Tom O’Neill (tom.o'neill@dep.state.nj.us) or Mike Gill. Mike mentioned that two additional GR workgroups have been formed to deal with communications and metrics. In addition, Dan Powell (TIFSD) is looking for GR projects to fund and has issued an RFP. EF Techical Support Center Fact Sheet
Mike Gill and Nate Nemani (Region 5) have prepared a draft fact sheet that includes an overview of how to obtain support from technical support centers. Mike is awaiting final comments on this document, and EMS will format the final version in time for NARPM.
