Welcome to the TRI-MEweb Nominating a Certifying Official tutorial. This tutorial will explain how users can nominate certifying officials in the TRI-MEweb application. The total running time of this tutorial is approximately 8 minutes.

An important first step for TRI-MEweb users is to nominate a certifying official. Unlike the TRI-MEdesktop software, certifying officials now must register with CDX to be able to certify TRI-MEweb generated TRI reports.

Because registration of a certifying official's account with CDX requires signing and mailing a paper Electronic Signature Agreement to EPA, it may take at least 5 business days for a certifying official's CDX account to be ready to certify transmitted data. TRI-MEweb users can nominate certifying officials at various points in the application, including when initially gaining access to their facility and when transmitting TRI reports. Because TRI reports transmitted by TRI-MEweb will not be sent to EPA until they are certified by a registered certifying official, users should nominate certifying officials as early as possible.

The first place in TRI-MEweb where a user will be prompted to nominate a certifying official is immediately after gaining access to their TRI facility. For more information on accessing your facility, please see the "Accessing Facility Data" tutorial. Once a user is granted access to a facility, they are presented with a list of other TRI-MEweb users, if any, who have already gained access to the facility.

Users can nominate a certifying official for this facility by clicking the "I would like to identify an individual as a certifying official for this facility" radio button and then clicking "Next".

Users also can add certifying officials to the list by entering the certifying official's name and email address, and clicking the "Yes" radio button to the right. If the person the user is nominating already has a CDX account, the user should be sure to enter the email address associated with their account.

TRI-MEweb will add the nominated certifying official to the list of users that have access to the facility. Individuals nominated as certifying officials who are not yet registered in CDX as a certifying official will be sent an email with instructions on registering with CDX as a certifying official. For more information about registration, a separate "Registering with CDX" tutorial is available. After confirming that the nominated certifying official is listed, users can now click "Next" to continue with their TRI reports.

At any time a user may nominate a certifying official, or check on the registration status of a nominated certifying official by clicking on the "My Facilities" tab. On this page, TRI-MEweb displays the list of all TRI facilities that the user has access to. The registration status of certifying officials is updated each time a user logs into TRI-MEweb, but updated status information can be retrieved by clicking on the "Refresh ESA Status" button provided. After a brief delay, the page will refresh and display the current registration status of the certifying official's CDX account. A certifier account can have one of three statuses: The first status is "Not Ready to Certify, No ESA". This indicates that the certifying official has not registered at all, or has registered, but has not yet prepared an Electronic Signature Agreement for this facility.

The second status is "Not Ready to Certify, ESA Pending." This indicates that the Certifying Official has registered and prepared an Electronic Signature Agreement for this facility, but it has not been received and processed by EPA.

And the last status is "Ready to Certify, ESA Received". This indicates that the certifying official's CDX account can be used to certify forms transmitted via TRI-MEweb for this facility.

If a user wishes to nominate a certifying official at some point after they have gained access to a facility, they can do so by clicking on the "view/update users" link.

Users can nominate a new certifying official by clicking the "I would like to add or remove individuals who can prepare or certify data for this facility" radio button and then clicking "Next". The steps for nominating a certifying official for the facility are the same as previously described in this tutorial and are not repeated here.

Users are required to identify a certifying official when transmitting TRI reports. Optionally, users may identify an alternate certifying official. When selecting certifying officials, any that the user has previously nominated will be included in the pick lists provided.

However, if the user has not already done so, TRI-MEweb will allow the user to nominate a certifying official and add them to the pick lists. For a more detailed description of this process of transmitting TRI reports via TRI-MEweb, see the "Transmitting Data" Tutorial. Both the primary certifying official, as well as the alternate certifying official will receive an email alerting them that a submission is pending their certification, and both will be capable of certifying the submission, assuming they have properly completed the CDX registration process.

Finally, it may be necessary to nominate a different certifying official for a previously prepared TRI-MEweb submission in the event the original certifying official is not available to certify. To do so, users can access the Submit tab's "Submission Summary page", click the radio button associated with the submission that is pending certification, and then click the "New Certifier" button at the bottom of the screen.

Individuals that have already been nominated as certifying officials are listed in the "Certifying Official Name" pick list and the "Alternate Certifying Official Name" pick list. Users can select a different certifying official and alternate certifying official from the pick lists,

...or nominate a new certifying official for the submission by using the "Name" and "Email Address" fields at the bottom of the page and then clicking the "Add" button. The individuals you nominate will receive an email with instructions for certifying the submission, and the previous certifying official will receive an email indicating that they are no longer responsible for certifying the submission. Please remember that it will take at least 5 business days for a certifying official to complete the CDX 'certifier' registration, so it's recommended that you nominate your certifying official, and possibly an alternate, as soon as possible.
