Welcome to the Register for a CDX Account as a TRI-MEweb Preparer Tutorial. This tutorial will explain how to create a new CDX Account-or set-up an existing CDX Account-that can be used to prepare and transmit TRI data with TRI-MEweb. The running time of this tutorial is approximately 7 minutes.

There are two things a user should consider before registering with CDX: The first, does the user already have a CDX account? If not, they will need to create one and then add the TRI-MEweb program with a preparer role. If they have an existing account, they will just need to take a few steps to add the TRI-MEweb application with a preparer Role. Second, does the user know what their TRI-MEweb role will be? If they are a preparer they will be preparing and transmitting TRI forms for certification. If they are a certifying official, they will be certifying transmitted TRI forms. Note that certifying officials may also prepare forms in TRI-MEweb. This tutorial will address the registration scenarios associated with TRI-MEweb preparers. To begin, access the CDX home page at https://cdx.epa.gov.

Users with existing CDX Accounts may log in using their CDX Account Credentials. Users who are new to CDX, will need to Register with CDX. To get started please select the option that represents your scenario.

The Core CDX Registration is a four-part process. The first portion will request you select a Program Service. To locate TRI-MEweb, search for "TRI" or other related keywords like "Form R," "EPCRA 313" or "Toxics Release Inventory."

Note the three security questions are important, as they will allow you to reset your CDX User Account password if you are locked out. Your answers are case sensitive and EPA recommends printing or recording them, keeping them in a safe place, prior to submitting your information.

Locate your organization from the table of search results and click on the "Organization ID" to associate your account with it. NOTE: If you are unable to locate your organization, you may try the "Advanced Search" or "Request CDX add your organization" links at the bottom of the page.

Your organization's name and mailing address will display, complete the remaining "Additional Contact Information" fields that appear and click "Submit Request for Access." Please note that the email address provided will be used for all future CDX or TRI-MEweb communication, including account verification, which is required to complete the registration process.

The "Confirmation" Screen indicates you have completed the fourth portion of the CDX Core registration process and provides a confirmation number. Check your inbox for an email from CDX with a link to activate your CDX User Account and complete the registration process.

The "CDX Core Registration Email Verification Request" will note your successful account creation and instruct you to confirm your account by using the link provided to log into CDX.

The link will bring you to the CDX Log In page, where you will input the username and password created during registration. Then click "Log In to CDX."

After registration is complete, the user is directed to the MyCDX home page where they can launch the application. Click on the TRI-MEweb link to launch the application in a new window.

As a first time user, the application's welcome page will offer four different options to begin form preparation. Users will first need to associate themselves with their facility's TRI Facility ID in TRI-MEweb. To do so, click on the "Access/Add Facility" Button.

There are two methods of TRIFID association, the user may enter prior year information, or utilize the TRIFID Access Key, which is emailed to facility contacts annually. If you do not have the information to access your TRIFID, you may contact the CDX Help Desk at 1-888-890-1995. Select Option 2 and enter your Access Key, click "Next."

Since the modernization of CDX in 2012, all returning account holders will need to complete three new CDX Security Questions upon logging in for the first time during RY 2012. EPA recommends recording your questions and answers, which may be used to reset your CDX password.
