Welcome to the Register for a CDX Account as a TRI-MEweb Certifying Official Tutorial. This tutorial will explain how to create a new CDX User Account in order to certify and submit TRI forms to EPA - or explain the new identity verification requirements and certification module integration to returning TRI-MEweb Certifying Officials. The total running time of this tutorial is approximately 20 minutes.

Things to consider prior to registering as a certifier...
Is the user a certifier?Certifiers are senior management officials with responsibility for the preparation of TRI reports or environmental programs for the facility or the company that owns it. Certifier's have the authority to certify and submit TRI forms to EPA and States or Tribal Authorities. Certifiers may also prepare, review, and transmit formsDoes the user have a Certifier CDX User Account? No, they need a New CDX User Account to certify TRI Reports in TRI-MEweb. Yes, they have an existing CDX User Account where they have previously certified forms in TRI-MEweb but will need to undergo CDX's new identity verification process.

This tutorial illustrates the new registration processes for existing TRI-MEweb certifier CDX User Account holders and those without CDX User Accounts. The new Identity Verification Process now has two Electronic Signature Agreement requirements. The CDX ESA is located in CDX, it is a onetime paper or real-time electronic signature, required to obtain the permissions and functions associated with a certifier role. The Paper agreement is used only if user fails identity verification online or prefers to print, sign and mail in the agreement. The Electronic agreement is available for use when users pass the third-party identity verification process. The second ESA is a TRI Facility ID Agreement located in TRI-MEweb, a onetime electronic signature required to obtain TRIFID-specific certification rights. RY2012 has enhanced TRI-MEweb by integrating the certification module into the software application, so users no longer need to exit the application to certify forms. The new four part process is illustrated in the figure shown, 1. First, preparers or Certifiers enter CDX and prepare TRI forms in TRI-MEweb; 2. next, Preparers (or Certifiers) transmit prepared TRI forms to CDX; 3. then, Certifiers certify pending forms in TRI-MEweb, which are submitted to EPA; 4. and in the last step, CDX sends confirmation emails to all parties verifying the process is complete.

To begin, access the CDX home page at https://cdx.epa.gov. Users with existing CDX Accounts may log in using their CDX Account Credentials. Users who are new to CDX, will need to Register with CDX. To get started please select the option that represents your scenario.

As a Certifying Official, the organization you select must be representative of the facility for which you are certifying TRI forms or that facility's parent company. If you are a third-party consultant to the facility, you do not meet the definition of a senior management official; therefore, should be registering as a preparer. The Confirmation Screen indicates you have completed the fourth portion of the CDX Core registration process and provides a confirmation number. Check your inbox for an email from CDX with a link to activate your CDX User Account and complete the registration process.

TRI-MEweb requires certifying officials complete the Additional CDX Identity Verification and Electronic Signature Agreement. CDX offers an instantaneous identity verification option through Lexis Nexis, a third-party identity proofing service. This eliminates the need to print, sign and mail a paper version of the CDX ESA. If you prefer to sign the paper form and mail in a hard copy signature, select the "Sign Paper Form" link. To utilize the electronic LexisNexis identity proofing services, click on the "Proceed to Verification" button to prompt the service.

There are two methods of TRIFID association, the user may enter prior year information, or utilize the TRIFID Access Key, which is emailed to facility contacts annually.
