Welcome to the TRI-MEweb Transmit, Certify, and Cancel TRI Submissions Tutorial. This tutorial provides an overview of the fundamental steps a TRI form preparer and TRI form certifier must undergo to validate, certify, and submit their prepared forms to EPA. The running time of this tutorial is approximately 6 minutes.

Slide 2 - Form Validation and Transmission
TRI-MEweb is EPA's preferred method of TRI submission, it is easy to use, performs numerous data quality checks prior to submission, securely transmits forms, and now it houses all tools TRI reporters need to support full cycle TRI reporting from form preparation; to certification and submission; to recordkeeping and facility data profile review. This tutorial demonstrates how to validate and transmit completed TRI forms as a preparer, and certify and submit those forms to EPA as a certifying official. It also provides instructions on how to cancel pending submissions awaiting certification. A facility may need to cancel a submission if an error in calculations is identified or they realize thresholds were not triggered. Please click "Form Validation and Transmission" if you are a TRI form preparer. Or if you are a certifying official, click "Form Review and Certification" to learn how to review and submit forms pending your certification.

When a user logs into TRI-MEweb, they will be greeted by the Welcome Page. Let's review the process of form validation. To begin, click on the "Prepare" tab...

...select a Reporting Year from the drop down list and click "Next".

From the "Select a Facility" page, select the radio button next to the TRIFID and click on the "Forms" sub tab at the top of the page.

Select the radio button associated with the chemical form you would like to validate, and click on the Validate tab at the top of the page.

The Validation Overview Page displays, providing the user with instructions. Click "Next".

The Facility Validation Summary shows the form has no errors associated with the facility data. The user may click "Next" to proceed to the Form Validation Summary.

Counts of Critical Errors, Possible Errors, and Data Quality Alerts are listed at the top of the Validation summary page. In this instance, no Critical Errors are found; therefore, the form passes validation with one Possible Error and a Data Quality Alert. Note: Possible Errors and Data Quality Alerts will be displayed on the validation report, now available for certifying official's review. Review these and verify form modifications are not required. Then click "Next" to proceed.

Select forms to prepare for certification by checking the boxes next to the chemical names. Click "Next".

Select a certifying official, or the senior management official, responsible for certifying the TRI Forms being transmitted, and click "Next."

Review the information displayed, to verify you want to proceed with the transmission, click "Next."

This page confirms the transmission was successful, meaning the pending submission is now ready for certification. The form HAS NOT been submitted to EPA, it still needs to be certified and sent to EPA by the facility's certifying official. The preparer and elected certifying official will receive a CDX email notifying them a form is pending certification. Click "Next."

The Reporting Summary Page shows the Pending Submissions Summary Table, listing all forms transmitted. Select a radio button and click "Details", to view the detailed summary specific to that transmission.

To cancel the pending submission, select the radio button next to the form and click "Cancel Submission."

The following page will prompt cancellation request verification. Select the "Yes, I want to cancel this pending submission," radio button and click "Next," to proceed.

The Cancellation Request was received by CDX, the submission status will now be marked as "Cancelled." An alternative method of canceling a form, may be accessed directly from the Welcome page, click on the "Welcome" tab to use this method.

On the Welcome page the Chemical Form Summary Table lists all associated TRIFIDs. Expand the chemical list for the TRIFID of interest by click the "+" button.

In order to cancel a form, it must have a status of "Pending Certification!" Next to the status, click the "Cancel" hyperlink, to be directed to the Reporting Summary Page's Pending Submission Summary Table.

Slide 24 - Form Review and Certification
Certifying officials have the authority to certify pending TRI form submissions transmitted by preparers. Previously, the certification of forms occurred outside of TRI-MEweb in CDX. Now certifiers may review, certify, and submit pending submissions in TRI-MEweb. If a user has a "Certify" tab in their TRI-MEweb application, they have a certifying official role. Let's review this process, to begin, click on the "Certify" tab.

On the "Manage TRIFIDs for Certification" page a list of TRIFIDs pending signature is displayed. In order to gain form certification rights, select the check box next to the facility in the "Pending Signature" table...
