InordertomeettherequirementsofSection112(c)(6),nationalinventoriesofsourcesandemissionsofthesesevenspecificpollutantsareneeded.TheseinventorieswillprovidethereferencebasisforthedevelopmentofanationalstrategytocontroltheSection112(c)(6)pollutants.ThesesamenationalinventorieswillproveequallyusefulasinputtotheurbanareasourceprogrampursuanttoSection112(k)oftheCAAA,shouldanyofthesepollutantsalsobeselectedunderthatprogramaspresentingathreattopublichealthinurbanareas.BecausethesevenspecificpollutantsinSection112(c)(6)areofparticularinteresttotheGreatWatersprogram,theseinventorieswillalsoproveusefulinthecontextofimplementingSection112(m),dealingwiththeprotectionoftheGreatLakesandcoastalestuaries.  ThepurposeofthisreportistopresenttheresultsofanationalinventoryofthesevenspecificSection112(c)(6)pollutants:polycyclicorganicmatter(POM),polychlorinated biphenyls(PCB),2,3,7,8-tetrachlorodibenzofuran(2,3,7,8-TCDF), %+u&4 2,3,7,8-tetrachlorodibenzo-p-dioxin(2,3,7,8-TCDD),hexachlorobenzene(HCB),mercury,andϜalkylatedlead.   ReadersshouldbeawarethatthedefinitionofPOMusedforthepurposesofthisSection112(c)(6)emissionsinventoryisnotthesameasthePOMdefinitioncontainedintheCleanAirAct.ThePOMdefinitioninSection112(b)oftheAct,whichiscurrentlyunderreviewbyEPA,isbasedonchemicalandstructuralprinciplesofthesubjectcompounds.ThistypeofdefinitionleadstotherebeingpossiblythousandsofcompoundsthatcouldqualifyasPOM.Fromapracticalstandpoint,itwouldnotbefeasibletoinventoryallofthesepotentialPOMspeciesfromallsources.Instead,EPAhasoptedforadifferentapproachinwhichspecificgroupsofPOMcompoundshavebeenlistedassurrogatesandthesegroupsconstitute"POM"forthepurposesofthisinventory.Twogroupshavebeenused,oneconsistingof7POMcompoundsandoneconsistingof16species.Inaddition,athirdapproachisalsopresentedinwhichPOMmixtureshavebeenapproximatedbyusingtheextractableorganicmatter(EOM)fractionofparticulatemattersamples.TheuseoftheEOMapproachislimitedinthatdatadonotexistformanysourcecategories.AmoredetailedandthoroughdiscussionofthePOMdefinitionsandthemethodsusedforthisinventoryarepresentedinChapter3.0,Sections3.1and3.2.  ThebaseyearforeachinventorywasselectedbyEPAtobe1990.A1990baseyearwasusedbecausethiswastheyearthemostrecentCleanAirActamendmentswereenactedandthe112(c)(6)requirementscameintoforce.Hence,totheextentpracticable,emissions,activity,andcontrolinformationarepresentedfor1990ratherthanforthepresent.AnysubsequentemissionreductionstomeettherequirementsofSection112(c)(6)arethuscreditedwithrespectto1990baseyearlevels.Inalimitednumberofcases,1990baseyearemissionestimatedatawerenotavailable(eitheremissionsorsourceactivityorboth)andtherefore,adifferentbaseyear(ascloseto1990asthedatawouldallow)hadtobeused.Thesecasescanbedeterminedfromtheinventorydocumentation.  h+&8   Forseveralofthesourcecategoriespresentedinthisinventory,112(c)(6)pollutant emissionsfrom1990tothepresenthavebeensignificantlyreducedduetothedevelopmentandpromulgationofvariousNationalEmissionStandardsforHazardousAirPollutants(NESHAPs),whichcontainMaximumAchievableControlTechnology(MACT)requirements.Therefore,forsomesourcecategories,the1990emissioninventoryestimatesshowninthisdocumentarenotrepresentativeofcurrentemissionsduetosignificantreductionstheaffectedindustrieshavemade.ForcategorieswhereaMACTstandardhasbeenputintoplaceandwhereamorecurrent(e.g.,1996)emissionestimateisavailable(usuallythroughtheMACTdevelopmenteffort),theseestimatesarealsoprovidedintheemissionestimatetablesalongwiththebaseline1990value.  Thenationalinventorysurveyspresentedinthisreportincludeallknownsourcesofeachpollutant,bothmobileandstationary.AllofthesesourcesandemissionsmaynotbesubjecttotheprovisionsofSection112(c)(6)or112(k)(e.g.,mobilesources,forestfires,andpesticideapplication),andmayneedtobeculledoutforstrategydevelopmentpurposes.TheprovisionsofSection112focusspecificallyonstationarysources.  Preparationoftheseinventoriesconsistedofidentifyingallsourcesofemissionsofthesevenspecificpollutants,estimatingthenationalemissionsforallsourcecategoriesinvariousways,anddistinguishingbetweenemissionsfrommajorandareasourcecategories(asdefinedinSection112(a)oftheCAAAandconsideringthedefinitionofcolocatedsourcesin57FR31576). X (   Variousconventionswereadoptedforinventoryingsomeofthesespecificpollutantswherenostandardizedmethodscurrentlyexist.Asdiscussedpreviously,thisismostnotablythecaseforPOM,whichisacomplexmixtureofthousandsofpolynucleararomatichydrocarbons(PAH)andPAHderivatives.ForPOM,severalinventoryapproachesarepresented.Oneapproachassumesthatthesolventextractablefractionofparticulatematter(hereafterreferredtoasEOM)isavalidsurrogateforPOM.Otherapproachesadoptedhereassumethatspecific groupingsofindividualPAHarerepresentativeoftotalPOM.Onesurrogategroupingincludes h+&8 16PAHsandanothergroupingconsistsof7PAHcompounds.Rationaleforthesechoicesofsurrogatesarepresentedlaterinthisreport(Chapter3.0).   Fordioxinsandfurans,thisreportinventoriestheindividualdioxinandfurancongenersidentifiedinSection112(c)(6),butalsoinventories2,3,7,8-TCDDtoxicequivalents(TEQ),whichisasingleaggregatemeasureofalldioxinandfurancongeners,consideringtherelativetoxicitiesofeach.Itshouldbenoted,however,thatindividualcongenerdatawerenotreadilyavailableforemissionestimationpurposesforeverysourcecategory.Forthisreason,onlyTEQemissionsarereportedforsomecategories.  1.2  OverviewoftheInventoryDevelopmentProcess ϔ     Thepurposeinthisdiscussionistohelpthereaderbetterunderstandthenatureofthedatapresentedinthisreport,andbetterunderstanddifferencesinthedata(bothinformandcontent).ThisdocumentessentiallycontainsasummaryofseveraldetailedemissioninventorydevelopmenteffortsthathavebeenconductedforSection112(c)(6)pollutants.Theintentistoprovidethereaderwithnationalemissioninventorytotalsbypollutant/sourcecategoryandconcisedocumentationsufficienttounderstandthebasicconceptsbehindhowthetotalsweregenerated.Theinitial112(c)(6)inventorydevelopmentprocessstartedin1994.OnegroupassessedPOM,PCB,dioxin,andfuranemissions,onegroupassessedHCBandalkylatedleademissions,andathirdgroupassessedmercurysourcesandemissions.Thedatathatwereavailableforthisdocumentarepredominantlysummariesgeneratedbytheseseparategroups.WhileallthreeeffortshadsimilarscopesandoversightbythesameEPAgroups,theinventorydevelopmenteffortswerenonethelessseparateandnotalwayscompletelyidenticalinapproach.Manyofthedifferencesinthetypeandformatofsummarydatapresentedinthereportforagivenpollutant/sourcecategoryaretheresultofthedifferencesinhowtheoriginaldevelopmenteffortsaddressedthesituation,andthelevelofeffortthatwasexpendedtopursuecertaindataandsourcecategories.  h+&8   TheeffortswiththegreatestsimilarityarethePOM/PCB/dioxin/furandataandthe HCB/alkylatedleaddata.Theavailableinventorydata,howthedataweredeveloped,andhowemissionallocationsweredonearereasonablysimilarforthesepollutantsandtheirsources.However,themercuryinformationissomewhatdifferent.ThebulkofthemercurydatapresentedinthisreportaretheproductofanextensiveEPAefforttocompileaReporttoCongressonmercuryinordertomeetamandateinthe1990CAAA.SignificantlymoreeffortandresourceswentintothecompilationoftheMercuryReporttoCongressthanwasexpendedtoconducttheresearcheffortsontheother112(c)(6)pollutants.ManyofthemercurydataprovidedinthisinventoryreportareasummaryoftheinformationreportedintheReporttoCongress.OthermercuryestimateswereobtainedfromEPAsToxicReleaseInventory(TRI)system,fromindustry,andfromcalculationsofemissionfactorsandactivitydata.  Foralloftheseinventorydatadevelopmentefforts,theprocesshasbeenanongoingonewithupdatestoestimatesoccurringroutinely.UpdatesfromtheoriginallydevelopeddatahavecomeastheresultofongoingprogramssuchasEPA'sMACTstandardsprograms,EPALocatingandEstimating(L&E)documentprojects,EPA'surbanareatoxicsprogram,theToxicsReleaseInventoryprogram,andtheGreatWatersprogram.BecausetherearemultipleprogramsinvestigatingairtoxicsemissionsintheUnitedStates,emissionsestimatesareconstantlyinflux.Forthisreason,itisverydifficulttoalwayskeepallestimatesconsistent.Applicableemissionsdataandtheassociatedsourceactivitydataareeverchanging.Thedatapresentedinthisdocumentreflectvaluesthathavebeendevelopedgiventheassumptionsandinputdatadocumentedinthereport.Theyareapplicableforaspecifictimeperiod.Theymaynotnecessarilyagreewiththenationalestimatesfromothersourcesduetodifferencesintimeperiod,inputemissionandactivitydata,andcalculationassumptions.Itshouldberecognizedthatsomeofthedatapresentedhereas112(c)(6)estimateswilllikelychangeasmoreinformationandimprovedestimationapproachesaredeveloped. Thebulkoftheestimateswerecompletedbyapplyinganemissionfactororseriesoffactors(associatedwithvaryingsourceconfigurations,material/fueltypes,andcontrols)toasetofactivitydata(e.g.,productionrate,fuelinputrate,wastedisposedrate,andvehiclemilestraveledrate)thatcorrelateswiththesurrogatebeingusedtoapproximateemissions.AsstatedinChapter1.0,theintentwastoobtainactivitydatathatrepresented1990baselevelsascloseaspossible.Theemissionfactorswereobtainedbyperforminganextensivecomputerizedsearchofexistingliterature.Theidentifieddatawereevaluatedforage,completeness,andoverallquality.Acceptabledatawereusedtodevelopcompositeemissionfactorsforuseinthenationalestimates.Insomecases,theemissionfactorscamefromthemostcurrentversionofEPA'sAP-42document(U.S.EPA,1995)orEPAsFactorInformationRetrieval(FIRE)database.Inmostcases,however,factorsforthe112(c)(6)hazardousairpollutants(HAPs)werenotavailableinAP-42orFIREandothersourceshadtobesoughtout.Whilenosourcetestingwasperformedspecificallyanddirectlyforthe112(c)(6)program,someestimateswerebasedonrecenttestdata,sincetheestimatescamefromstandardsprogramswhereEPA,states,and/or -^(9 industryhadconductedrecenttesting.Also,someoftheAP-42estimatesrepresentedtheresultsofrecenttestingtodevelopnewdataforAP-42.Mostofthesourceactivitydatawereobtainedfrompublishedsourcessuchasgovernmentstatisticaldocumentsanddatabases(e.g.,EnergyInformationAdministrationfuelconsumptionreports,ForestServicereportsonfiresandburnedacreage,andAgricultureDepartmentpublicationsonpesticideusage),industrytradepublications,andcommerciallypublishedbusinessdirectoriesandjournals.ForsomeoftheϜMACTstandardderivedestimates,activitydatawereobtaineddirectlyfromtheaffectedindustry.  Inadditiontouseofthefactortimesactivitymethod,anothergeneralapproachthatwasusedinvolvedspeciatingknownemissions,productionlevels,orwastestreamsforthesubjectcategorybasedondatathatindicatedthelevelofthe112(c)(6)HAPpollutantinthestream.Forexample,nationalparticulatematter(PM)emissionsfromacategorymayhavebeenknownfromotherstudies,andifavailabledataindicatedthat1.2percentofthePMemissionsfromthiscategoryarePOM,anationalestimateforPOMcouldbedetermined.Inasimilarmanner,insomecasestheemissionsofarelatedformofa112(c)(6)pollutantwereknownfromotherstudies,andthespeciationofthelargerpollutantgroupwasknownforthe112(c)(6)HAP.Emissionsforthe112(c)(6)HAPcouldthenbedeterminedbasedonthespeciationratio.Anexampleofthiswouldbetheestimationof2,3,7,8-TCDDemissionsbasedonitscontributiontototalchlorinateddioxinemissionsfromacategory,whenthetotaldioxinemissionswereknown.Inothercases,thespeciationofaproduct(e.g.,pesticide)mayhavebeenknown,andduetothenatureoftheproductanditsassociatedoperation,anestimatecouldbemadethatallorsomefractionofthematerial(andtheHAPconstituent)waslosttotheatmosphere.ThesameapproachwasusedforsomecaseswherethepollutantwasaconstituentofawastestreamfromacategoryandthetotalamountofwasteandtheHAPcompositionofthewastestreamwereknown.  Asignificantnumberofemissionestimatesforthe112(c)(6)inventorywerealsoobtainedfromEPAsToxicsReleaseInventory(TRI)Systemandfromdataprovidedbyindustrysourcesduringthepubliccommentperiodonthedraft112(c)(6)inventory.Manyofthesource ,(: categoriesidentifiedas112(c)(6)pollutantssourcessincethedraftreportwaspublishedwereidentifiedasaresultofdatafoundintheTRI.ThesedatawerefirstdeterminedandreportedintheSection112(k)emissionsinventoryreport(U.S.EPA,1998).TheestimatesprovidedintheSection112(c)(6)reportarethesameasthosefoundintheSection112(k)document.Inaddition,estimatesforseveralsourcecategorieswererevisedsincethedraftinventorybasedoninformationsupplieddirectlybyindustrialtradeassociationsandindividualcompanies.& &  2.2  Major/AreaSourceAllocations  ^    Tobetterunderstandthenatureandimpactof112(c)(6)pollutantemissions,the'&^nationalemissionestimateswereallocatedaccordingtowhethertheemittingsourcecategorywasclassifiedas major, area,orcouldbeclassifiedpartiallyasboth.Asthenameimplies,majorsourcesaregenerallylargerwithgreaterpersourcelevelsofemissions,whileareasourceshavefeweremissionsonapersourcebasisandmaybelocatedinamoredispersivemanner.AccordingtoTitleIII,Section112(a)oftheCAAA,a"majorsource"isanystationarysource(includingallemissionpointsandunitslocatedwithinacontiguousareaandundercommoncontrol)ofairpollutionthathasthepotentialtoemit,consideringcontrols,10tonsormoreperyearofanyHAPor25tonsormoreperyearofanycombinationofHAPs.An"areasource"isanystationarysourceofHAPswhichdoesnotqualifyasamajorsource.ThereadershouldrefertotheJuly16,1992FederalRegisternoticeforamoredetaileddiscussionoftheconceptof F& co-location(FederalRegister,1992).Theallocationofemissionstoamajor/areasourcebasisfor X ( eachsourcecategorywillbehelpfulinevaluatingtheeffectofexistingandfutureregulatoryprograms(e.g.,MACTstandards)onemissionsreductions.Forexample,existingMACTstandardsaremoregearedtowardsmajorsourcesasopposedtoarea.Ifitturnsoutthatareasourcesconstitutealargeportionof112(c)(6)emissions,futurestandardsprogramsmayneedtoconsiderincorporatingmoreareasourcesintheirapplicabilitydeterminations. ThepercentagesshowninTable21havenobearingorrelevancetomajorsourcedeterminationsthatstatesmayhaveforindividualfacilitiesasafunctionofanyregulatoryactivity(e.g.,NewSourcePerformanceStandard,NESHAP,NewSourceReview,operatingpermit,etc.).Themajor/areadistributionsshowninTable21areonlyforthepurposesofthis112(c)(6)inventoryanalysis.̀  2.3  LimitationsandDataQuality  %0!0   Aswithanyinventorydevelopmentprocess,thequalityofthefinalestimatevariesconsiderablyacrosscategories.Giventhemethodsusedtocalculatetheestimates,thebiggestinfluenceonthequalityoftheestimateisthevalidityoftheemissionfactor(s)used,intermsofabsoluteaccuracyaswellasrepresentativenessfortheprocessestowhichitwasapplied.The ,(: activitydatacanalsoaffectthequalityofanemissionsestimate,butactivitydataareusuallyeasiertoobtainandoftenhavemorecredibility,especiallywhentryingtodeterminenationalscalenumbers.Obtainingnationalscaleactivitydatathatarereasonablyvalidwasnotthatdifficultduringthisinventorydevelopmentprocess;however,therewereafewcategoriesinwhichtheactivitydatawerehighlyquestionableorpracticallynonexistent.  Despitetheproblemswithlimiteddataforsomesourcecategories,theintentofthe112(c)(6)inventoryprocesswassatisfiedreasonablywellbythedatainthisreport.Nationalscaleemissionestimatesweregeneratedthatcaptured,ataminimum,90percentoftheaggregateemissionsofeachlisted112(c)(6)HAP.Thequalityoftheestimatesforsomeofthelessimportant(intermsofemissionspotential)categoriescanclearlybequestionedduetolimitsonavailableinputinformation;however,takenasawhole,thedatapresentedhereprovidereasonableinputs,andserveasafirststeptowardsa112(c)(6)prioritizationprocess.  Themostsignificantissuethatshouldbenotedforthisinventoryisthattheavailableemissionfactordatawereeitherold(>10years)and/orverylimitedintermsofcoverageforsomesourcecategories.ThislackofdatamaybebecausetheHAPshavenotalwaysbeenviewedassignificant;therefore,littletestingandemissionscharacterizationworkhasbeenperformed.Thismeansthataverylimitednumberofdatapointswereavailabletocharacterizeanentirecategory,withoutthebenefitofknowingwhatthevariabilityacrossthecategorymaybe.Insomecases,therewerenoemissionsdataspecifictoacategory,andsurrogatedatafromarelatedsourcecategoryhadtobeusedtoestimateemissions.Whilenotoptimal,thisapproachhadtobeadoptedgiventhetimeandresourceconstraintsofthe112(c)(6)inventoryprogram.Generally,however,thesourcecategorieswherethisapproachwasusedwerenotsignificantemittersofthegivenHAP.  Theestimatesthataremorethanlikelythehighestqualityarethosethatwereobtainedfromregulatorydevelopmentprograms(e.g.,municipalwastecombustors,primaryaluminumsmelters,andPortlandcementkilns).Theseestimateshavethebenefitofbeingbasedonrecenttestdata,up-to-dateactivityandcontrolinformation,andinputfrominformedindustryexperts. ,(: Insomeinstances,theseestimatesrepresentasummationofactualsourcetestdataformostorallsourcesinthecategory.Theseintensiveestimatesareofsignificantlyhigherqualitythanthosederivedthroughtheuseofanoverallemissionfactor.  TheestimatesthathavecomefromspecialintensiveEPAstudiessuchastheReportstoCongressonmercuryandelectricutilitiesalsorepresenthigherqualityinformationduetothequantityandqualityofthenewresearchdonetosupporttheseprograms.EstimatesbasedonfactorsfromrecentAP-42updates(especiallythosewithAorBratedfactors)arealsorelativelyhighquality,sincetheappliedemissionfactorsaremorelikelytoreflecttheincreasedaccuracyofrecenttestdata,aswellasbettersourcecategoryrepresentation.  Thebiggestissuewiththedevelopmentoftheinventoryestimatesfor112(c)(6)categorieswasthelackofemissionsdataforcategoriesnotconstitutingthetop6070percentoftotalnationalemissions.Forcategoriesthathavealreadybeenidentifiedasrelativelysignificantsources(6070percent)ofagivenpollutant,moreemphasishasbeenplacedbyindustryandregulatoryagenciesonperformingtestingandderivinggoodqualityemissionfactors.Lessattentionandemissionsquantificationhavehistoricallybeenpaidtotheremainingcategories,whichindividuallymaycontributelittletotalemissionsbutmayconstitutemanyindividualsources.Theemissionfactordatapoolforsmallercombustionsources(excludingutilitiesandlargeindustrialsources),someofthewastedisposalsources,nonroadmobilesources,secondaryindustrialsources,andbiomassburningsourcescoulddefinitelybenefitfrommorecurrentandexpandedinformation.Toillustratethispoint,someoftheonlyPOMemissionsdatathatcouldbeidentifiedforsmallcombustionboilersdatedbacktothelate1970'searly1980's.  Anotherissueregardingtheestimationprocessthatwasclearlyundesirable,butalsounavoidableinthecontextofthe112(c)(6)inventoryprocess,wasthelackofavailableemissionsdataforsomepollutant/sourcecategorycombinations.AsdiscussedfurtherinChapter3,EOMdatawereeithernotavailableoronlyoneortwodatapointswereavailabletoderiveafactorforacategorywide,nationalemissionsestimate.Theoverallnationalestimatequalityimplicationsforthistypeofsituationareclear.Similarly,severaldatalimitationsalsoexistedforPCB,HCB, ,(: andalkylatedleadairemissions.Nationalestimateshadtobeformulatedforseveralcategoriesfromassumptionsandfactorswithonlyoneortwodatapoints.  2.4  Documentation [5 &   DocumentationforhowtheemissionestimateswerepreparedisprovidedintheappendicesforPOM(7PAH,16PAH,andEOM),dioxins/furans(TCDD,TCDF,andTCDDϜTEQ),mercuryandPCBs.Theindividualsectionsonmercury,HCB,andalkylatedleadalsoprovidedocumentationinformation.Thedocumentationprovidedinthisreportismeanttoidentifythekeyinputdatathatwereusedinthecalculationofnationalemissions.Thedocumentationisnotmeanttoprovideanexhaustiveanalysisonthederivationofalltheinputs.   Forexample,anemissionfactorusedforanationalestimatemaybegiveninanappendix,butthe10sourceteststhatwereevaluatedtoobtainthisfactorarenotpresentedanddiscussed.Thegoaloftheprovideddocumentationistoshowthereaderinabriefandconcisemannerwhereagivennumbercamefrom.Forexample,someestimatesarebasedondataobtaineddirectlyfromworkdonebyEPAforthedevelopmentofMACTstandards.Theseestimatesmayhavebeentheproductofseveralyearsofwork,andmayhavemanycomplexanalysesanddatasetsbehindthem.Inthiscase,thedocumentationprovidedherewillattempttoidentifytheoverallmethodologyandvaluesusedtocalculateemissions(activitylevels,factors,etc.)ifavailable,butitwillnotprovideallofthedatathattheAgencyusedtodevelopthesefinalnumbers.Adequatereferencesareprovidedtoallowareadertofurtherinvestigateanyestimateshouldtheysodesire.  Sincethepublicationoftheexternalreviewdraftreportforthe112(c)(6)emissionsinventory(June1997),severalsourcecategorieshavebeenaddedtothe112(c)(6)inventoryasaresultofworkperformedbyEPAinitsprogramtomeettheCAArequirementputforthinSection112(k)oftheAct.Section112(k)alsorequiredanationalinventoryofHAPemissions(atleast30pollutants),ofwhichPOM,dioxins/furans,andmercurywereincluded.Aninterimfinal112(k)inventoryreportwasproducedbyEPAinJanuary1998.Duringthecourseofthe112(k)effort,EPAidentifiedseveralnewsourcecategoriesof112(c)(6)pollutantsthatwerenotintheJune1997draftdocument.Thesecategoriesandtheiremissionshavebeeninsertedinto ,(: thisreportandthefinal112(c)(6)inventory.ThedocumentationoftheemissionestimatesforthesecategoriesisprimarilycontainedinAppendixCofthisreport.Essentially,thedocumentationmaterialsthatwereprovidedintheJanuary1998interimfinal112(k)reportfornewlyidentified112(c)(6)emissioncategorieswerereproducedhereasAppendixC.
