These standards are being developed under the Clean Air Act, section 112(k). Under section 112(k), EPA developed a national strategy to address air toxic pollution from "area" sources. Area sources are defined as sources that emit hazardous air pollutants (HAP) below the major source level of 10 tons/year of a single HAP or 25 tons/year of all HAP. As part of that strategy, several area source categories were listed for regulation. Autobody Refinishing was listed as one of those categories, and these standards will establish requirements to control pollution from the refinishing of motor vehicles such as automobiles, trucks and commercial vehicles. The primary SIC for this source category is 7532. Autobody and mobile equipment refinishing operations are known to emit cadmium, chromium, lead, manganese, and nickel compounds. In 2004, EPA promulgated national emission standards for hazardous air pollutants (NESHAP) for major sources engaged in vehicle refinishing under the assembled on-road vehicle subcategory of the plastic parts and products source category.
