AnattendeeaskedwhethernonSOCMIfacilitiesshouldhavetheoptionofcomplyingwiththeCARinsteadoftheunderlyingrules.OneattendeepointedoutthatifthisoptionwasonthetableitwouldprovidegoodincentiveforpeopletoreallyreviewtheCARandgivegoodfeedback.AnEPArepresentativestatedthatthecommitteewasreallylookingforfeedbackfromthestakeholders. +~'>   AnindustryrepresentativewentoverthebenefitsoftheCARandtheestimatesofthemeasuresofsuccessoftheproject.4.2HighlightsoftheCAR 8   Next,thestakeholdergroupreviewedtheoverallCARstructure,includingapresentationofthestoragevessel,processvents,transfer,andequipmentleakprovisions.AkeyaspectoftheCARis optionstables,whereeachcolumninthetalbeblecontainstheapplicablerequirementsforeachsourcesubjecttoaspecifcicreferentccingsubpart.Thesource,whendirectedtotheCAR,wouldbesubjecttohthetherequrirementsinspecifiedcolumnonly,butcould optuptoamorestringenctcolumnifitsouschose.Thecolumnsinthepoptiontalbebleswereorderedfromleaststringenttomorststringent,lesfttorightonthethetable.Anindustryrepresentativeaskedhowtheoptionstableworksforstorage,wonderingifitwasreallyachoicetochangecolumnsonthetable.Membersofthecommitteeexplainedthatthechoicewastomovetoacolumntotheright,butthatacolumntotheleftoftheappropriatecolumncouldnotbechosen.AnindustryrepresentativepointedoutthatsubpartKbofpart60haddesignrequirementsintheinspectionsection.Anotherindustryrepresentativeexplainedthatwherethesewerefound,theyweremovedtotheappropriatesectionoftheSTsection.AnindustryrepresentativeaskedabouttheHONclarificationforexternalfloatingrooftanksconvertedtointernalfloatingrooftanks.AnindustryrepresentativestatedthatthishasnotbeenchangedintheHON.Inaddition,onegroupmemberquestionedthattheHONdidnotrequirethereportindicatingthatsealgapmeasurementsweremade.AnothergroupmemberthoughtthatHONdidcontainthisreport,butstatedthathewouldchecktheHON.
