Thestakeholderscommentedthattheapproachappearstobebetterthanbefore,andagreedingeneralwiththenew,consolidatedCARapproach.Thestakeholdersnotedthatwithoutadditionaldetail,theycouldnotcommentfurther.Theydidsuggestthatsomeoftheconceptsthatarebeingconsideredinthedevelopmentof40CFRPart60,SubpartKc,couldbeusefultotheCAReffort.  Someofthestakeholdersexpressedspecificconcernaboutacolocatedrefineryandchemicalplant.ThegroupdiscussedthescopeoftheCARandtheprovisionsforoptingnonSOCMIequipmentintotheCARifatleastsomeoftheSOCMIportionsof thesitewereusingtheCAR.Thestakeholdersagreedthatthe 2+&> scopedecisionsseemtoprovideabenefit,butagainnotedthatmoredetailisnecessaryforfurthercommitment.
