Technicalworkisproceedingontheproject.Todate,MACTinformationcollectionrequest(ICR)responseshavebeenreceivedfrom91coilcoatingplants.TheICRresponseshavebeenenteredintoadatabaseandthepreliminarydataanalysisiscomplete.ThefocusofthecurrentworkisthedevelopmentoftheMACTfloor,whichisexpectedtobecompletedbytheendofJuly.  Alsoworkondevelopingthemodelplantsthatwillbeusedtoestimatetheenvironmental,cost,andeconomicimpactsofregulatoryoptionsisinprogress.Sinceemissionsfromcoatinglinesusingorganicsolventbasedcoatingsaretypicallycontrolledbytheuseofthermalorcatalyticincinerators,themodelplantswillreflectthelevelofHAPemissioncontrolcurrentlybeingachieved.OnetaskthatEPAwillbeundertakingwillbetoidentifyandestimatethecostofmeasuresthatwillbetakentoreducetheHAPemissionratefromfacilitieswithemissioncontrolsthatdonotachievetheMACTfloorHAPemissionrate.Forexample,afacilitymightchosetoreformulateacoatingtoreducetheHAPcontentortoupgradetheemissioncontrolsystembyimprovingthecaptureefficiencyorthedestructionefficiencyoftheincinerator.AWewouldliketohearfromyouAAInputisherebysolicitedfromstakeholdersAconcerningapproachesthatmightbetakeninspecificsituationstolowertheHAPemissionrateifrequiredtodosotomeettheMACTstandard.BWeBCBcoBCDappreciateyourcontinuedinterestandcooperationinthiseffort.D
