SUBJECT:       Summary of the August 4, 1997, Metal Furniture
               Integrated Rule Development (P-MACT/P-BAC) Phase,
               Regulatory Subgroup Teleconference

     The purpose of this memorandum is to summarize the
discussion that took place during the August 4, 1997, metal
furniture integrated rule development meeting between the EPA and
the Regulatory Subgroup.  The meeting objectives were to review
the P-MACT/P-BAC development process with local/state agency
representatives, coordinate regulatory development efforts and
scheduling, and to discuss participation in the draft P-MACT/P-BAC review.

SUMMARY OF DISCUSSION

     Dr. Serageldin opened the meeting by welcoming all the
participants and allowing each participant to provide a brief
introduction.  He explained that the EPA has requested permit and
RACT/BACT/LAER information from the states and has received some
information.  The EPA is also trying to obtain production data
from other sources, but is having difficulty.  Mr. Cowen stated
that the EPA should focus on the emission aspect of the data
because it is difficult to obtain information on production. 

     Mr. Cowen suggested that the EPA request Title V permits
from the EPA Regional offices.  Dr. Serageldin asked if it was
possible for the states to identify "good" Title V permits to
request.  Mr. Hendricks stated that the Regional offices may have
only the Title V permits and not the Title V permit applications
which contain the detailed information that the EPA is interested
in obtaining.

     Ms. Holmes stated that the members of the Regulatory
Subgroup are scheduled to receive a copy of the draft P-MACT/P-BAC document the week of August 13, 1997.  A teleconference
between the EPA and the Regulatory Subgroup is scheduled for
September 3, 1997, to discuss comments to the draft.  Ms. Holmes
stated that the EPA plans to request that written comments to the
draft be submitted before the September 3, 1997, teleconference.

ACTION ITEMS

     The EPA has tentatively scheduled the third Roundtable
     meeting for September 16, 1997.

     The EPA will distribute copies of the draft P-MACT/P-BAC
     document to the Regulatory Subgroup the week of August 13,
     1997.

     The Regulatory Subgroup will submit written comments to the
     draft P-MACT/P-BAC document by September 3, 1997.

     The EPA has scheduled a teleconference with the Regulatory
     Subgroup to discuss comments to the draft P-MACT/P-BAC
     document on September 3, 1997.
