The proposed rule: National Emission Standards for Hazardous Air Pollutants for Industrial/Commercial/Institutional Boilers and Process Heaters was published in the Federal Register on January 13, 2003 and can be viewed at http://www.epa.gov/ttn/atw/boiler/boilerpg.html


Background

Under Section 112(d) of the Clean Air Act of 1990 (CAA), the U.S. Environmental Protection Agency (EPA) is required to develop national emission standards for hazardous air pollutants (NESHAP) for source categories.   The EPA has determined that industrial/commercial/institutional boilers may be major sources for emissions of one or more of the hazardous air pollutants (HAPs) listed in Section 112(b) of the CAA.   The source category list schedule published by EPA requires that the NESHAP for this source category be promulgated by November 15, 2000.   Regulatory activity for other Combustion-Related Rules is also available.

ICCR Archives   Files from the Industrial Combustion Coordinated Rulemaking (ICCR) Federal Advisory Committee.   This Committee was chartered under the Federal Advisory Committee Act (FACA).   It's objective was to develop recommendations for regulations for several combustion sources under Sections 112 and 129 of the Clean Air Act.   The combustion sources included industrial-commercial-institutional boilers, process heaters, stationary combustion turbines, stationary reciprocating internal combustion engines, and non-hazardous solid waste incinerators (excluding municipal solid waste and hospital/medical/infectious solid waste).   The charter for the Committee expired in September, 1998.
