WhilethispracticehelpsprotecttheoperatorfromexposuretohighconcentrationsofthevaporandisadvocatedtohelpmeettheOccupationalSafetyandHealthAdministrations(OSHAs)permissibleexposurelimit(PEL)forperchloroethylene,grossemissionstotheaircanbecreatedinthisway.Therefrigeratedcondensercoiltypicallyhasagooddealofliquidperchloroethyleneleftonitafterdryingiscompleted.Ifoutsideairisallowedtosweepoverthesecoils,theliquidonthemquicklyrevolatilizestoavapor,andthusemissionsarecreatedthataredirectedoutthevent.  U0a/;  7XXdXXd7  UVU  UVW  WBecausethissituationcouldleadtoextensivelossesofperchloroethylene,mostdrycleaningU 7XXdXXd7  Umachinemanufacturerswouldbeexpectedtotrytoeliminateit.AtthetimetheairtoxicsU 7XXdXXd7  Ustandardwasbeingdeveloped,EPAbelievedthedivertervalvewasthecommonpieceofU 7XXdXXd7  Uequipmentemployedtothisend.NowitappearsthattherearevariousmachinesinplaceeitherU 7XXdXXd7  UusingothermethodsthatperformthesamefunctionasthedivertervalveorhavingnocontrolU 7XXdXXd7  Umechanismatall.However,giventhedozensofmanufacturersandmodelsofdrycleaningQ 7XXdXXd7  QO 7XXdXXd7  ON 7XXdXXd7   7XXdXXd7   7XXdXXd7   7XXdXXd7  Nmachinesinusetoday,furtherinvestigationwillberequiredtodeterminewhethertheseotherQ 7XXdXXd7  QO 7XXdXXd7  Omethodsareperformingessentiallythesamefunctionasthedivertervalve.Q 7XXdXXd7  QN 7XXdXXd7  N̜N 7XXdXXd7  ќNS  SUUT  TUUNNRJJRNJ 7uXXdXXd7  JNSJJJ ` JSSinceNNtheremaybeequivalentwaystocomplywiththedivertervalverequirement,wewishtogatherinformationtodeterminewhetheritisappropriatetoamendtheexistingregulatoryprovision.TheEmissionStandardsDivisioninOARwouldhavetheleadtoamendtheMACTstandard,ifnecessary.Indeterminingtheextentofthecomplianceproblem,EPAHeadquartersisrequestingassistancefromfieldpersonnelinEPARegionalOffices.AsyouconductinspectionsorcompliancevisitsatdrycleaningfacilitiesinyourRegionanddiscoverdrycleaningmachineswithoutdivertervalves,werequestthatyougatherinformationonthisissue,andthatyouaskyourStatestodothesame.Suchinformationshouldincludethemodel,year,andmakeofthemachine(e.g.,machineisdrytodryortransfer,equippedwithrefrigeratedcondensers),itslocation(cityandstate),themanufacturer,and,ifavailable,themanufacturersaddress.Anyinformationinthesecasesofwhatisactuallybeingdoneinsteadofusingadivertervalvewouldbemosthelpful.  Ifyoufindthatadrycleanerisincompliancewithallotherprovisionsofthestandardexceptforthedivertervalverequirement,werequestthatyouidentifythesecasesanddiscussthematterwiththisofficeandOARbeforebringinganenforcementaction.
