Each thinner and cleaning material used must contain no organic HAP. Emission Rate Without Add-on Controls - The organic HAP emission rate, calculated as a 12-month rolling average, for coating, printing, dyeing, finishing, thinners, and cleaning materials must not exceed the HAP limits in Table 1. You cannot use this option for slashing affected sources. Emission Rate With Add-On Controls - The organic HAP emission rate, calculated as a 12-month rolling average, for coating, printing, thinners, and cleaning materials (including emission capture and control efficiency) must not exceed the HAP limits in Table1. You cannot use this option for slashing affected sources. Organic HAP Overall Control Efficiency Option - HAP emissions must be reduced by an overall control efficiency of at least 98 percent for new or reconstructed sources and 97 percent for existing sources. You cannot use this option for slashing, dyeing, or printing affected sources. Oxidizer Outlet Organic HAP Concentration Limit If you use an oxidizer to control organic HAP emissions, the oxidizer must be operated so that the outlet organic HAP concentration is no greater than 20 parts per million by volume on a dry basis. You cannot use this option for slashing, dyeing, or printing affected sources. Equivalent Emission Rate Option For the entire dyeing and finishing affected source, the fraction of organic HAP applied that is discharged to wastewater must be at least 90 percent. The wastewater must be discharged to a POTW or to secondary wastewater treatment. The total organic HAP emissions must be less than 10 tpy. You must also meet the requirements of 63.4330. Compliance Calculations [63.4341-63.4366] For Compliance Option No. 1, the collected data for regulated materials are used to calculate the organic HAP content of each material used each month. For Compliance Option Nos. 2 and 3, an organic HAP emission rate for the 12-month rolling average compliance period is calculated. For Compliance Option No. 4, an overall organic HAP control efficiency is calculated for the compliance period. HAP Emission Limits for Subcategories Notification, Recordkeeping, and Reporting Requirements Initial Notification: [63.4310] The initial notification states that your facility is subject to the printing, coating and dyeing of fabric and other textiles surface coating standards. You must submit this no later than May 29, 2004 if you are an existing source. If you are a new source, you must submit this by September 23, 2001, or initial startup, whichever is later. Notification of Intent to Conduct a Performance Test: [63.9(e)] If your facility is required to conduct performance tests (e.g., those with add-on control equipment), you must submit a notification of intent to conduct a performance test 60days prior to the test. Notification of Compliance Status: [63.4310] You must submit a Notification of Compliance Status (NOCS) within 30 days after initial compliance period. The initial compliance period ends on either the last day of the first full month following the compliance date or the last day of the 12th full month following the compliance date, depending on the compliance option that you choose. Performance Test Report: [63.4320] If your facility is required to conduct performance tests (e.g., those with add-on control equipment), you must submit a performance test report within 60 days after completion of the performance test. Startup, Shutdown, Malfunction Reports: [63.4320] A startup, shutdown, and malfunction report must be submitted immediately if there was a startup, shutdown, or malfunction of the control device during the reporting period that is not consistent with the startup, shutdown, and malfunction plan. If actions taken were consistent with the startup, shutdown, and malfunction plan, the report must be submitted semiannually. Semiannual Compliance Reports: [63.4320] After the initial compliance period each affected source must submit semiannual compliance reports. Records: [63.4330 and 63.4331] Your facility is required to keep records of reported information and all other information necessary to document compliance with the proposed rule for 5years.
