Emission Rate Without Add-on Controls - The organic HAP emission rate, calculated as a 12-month rolling average on a monthly basis, for coatings and thinners must not exceed the HAP limits in Table 1. Emission Rate With Add-On Controls - The organic HAP emission rate, calculated as a 12-month rolling average on a monthly basis, for coatings and thinners (including emission capture and control efficiency) must not exceed the HAP limits in Table1. Control Efficiency/Outlet Concentration Option - HAP emissions must be reduced by an overall control efficiency of at least 97 percent for new or reconstructed sources and 95 percent for existing sources or the outlet organic HAP concentration must be no greater than 20 parts per million by volume on a dry basis. Compliance Calculations [63.3521-63.3557] For Compliance Option No. 1, the collected data for regulated materials are used to calculate the organic HAP content of each material used during the 12-month rolling average compliance period. For Compliance Option Nos. 2 and 3, an organic HAP emission rate for the 12-month rolling average compliance period is calculated. For Compliance Option No. 4, an overall organic HAP control efficiency or outlet concentration is calculated for the compliance period. [63.3490] You must meet the emission limit for the subcategory or subcategories present in your facility. The four subcategories are: one- and two-piece D&I can body coating, sheetcoating, three-piece can body assembly coating, and end coating. Operating Limits [63.3492] The operating limits are the site-specific parameter limits you determine for your capture and control devices during the performance test. Your operating limits must be monitored by a continuous parameter monitoring system (CPMS). Compliance Dates [63.3483] An Affected Source is. . . All coating operations; coatings, thinners, and cleaning materials storage containers; mixing vessels and manual and automated conveying equipment and containers; waste material storage containers; and manual and automated conveying equipment containers used for surface coating metal cans (including decorative tins), or metal crowns or closures. Metal can surface coating includes but is not limited to. . . Any facility that coats metal cans or ends (including decorative tins) or metal crowns or closures for any type of can during any stage or the can manufacturing process and coating metal sheets for subsequent processing into metal cans or can parts. The source category includes four subcategories. The one and two piece draw and iron (D&I) can body coating subcategory includes. . . All coating processes involved in the manufacture of can bodies by the D&I process including two-piece beverage cans, two-piece food cans and one-piece aerosol can body coating. The sheetcoating subcategory includes. . . All the flat metal sheetcoating operations associated with the manufacture of three-piece cans, decorative tins, crowns, and closures. The three-piece can body assembly coating subcategory includes. . . All coating processes involved in the assembly of three-piece metal can bodies, including inside spray-on food cans, aseptic and nonaseptic side seam stripes on food cans, side seam stripes on general line and aerosol nonfood cans. The application of end seal compounds and repair spray coatings to metal can ends including aseptic and nonaseptic end seal compounds, and repair spray coatings. Who is covered by the rule? [63.3481] You are covered if you own or operate an affected source at a facility that is a major source, is located at a major source, or is part of a major source of hazardous air pollutants (HAP) and you use 5,700 liters (1,500 gal) or more of coating per year. New EPA air emission standards for Metal Can Surface Coating were promulgated on November 13, 2003 [68 FR 64432] If your initial startup is & Then you re * And must comply by & On or before January 15, 2003 An existing source November 13, 2006 After January 15, 2003 A new source By November 13, 2003, or initial startup of your affected source, whichever is later * When determining whether a source is new or existing, the General Provisions (40 CFR 63, Subpart A) requires us to use the proposal date of the rule as the cutoff date. For subpart KKKK, the rule proposal date was January 15, 2003. Noncompliance with applicable regulations after the compliance date may result in fines and penalties of up to $25,000 per day per violation. Work Practice Standards [63.3493] If you use capture and control devices, you must develop and operate according to a work practice plan. The plan should include actions to: Cover mixing and storage vessels containing organic HAP-containing coatings, thinners, and cleaning materials except when adding, removing, or mixing contents Use closed containers or pipes to store and convey organic HAP-containing coatings, thinners, and cleaning materials Minimize spills of organic HAP-containing coatings, thinners, cleaning materials, and waste materials Minimize organic HAP emissions during cleaning of storage, mixing, and conveying equipment Notification, Recordkeeping, and Reporting Requirements Initial Notification: [63.3510(b)] The initial notification states that your facility is subject to the miscellaneous metal parts and products surface coating standards. You must submit this no later than November 13, 2004 if you are an existing source. If you are a new source, you must submit this by March 12, 2004, 120 days after initial startup, whichever is later. Notification of Intent to Conduct a Performance Test: [63.9(e)] If your facility is required to conduct performance tests (e.g., those with add-on control equipment), you must submit a notification of intent to conduct a performance test 60days prior to the test. Notification of Compliance Status: [63.3510(c)] You must submit a Notification of Compliance Status (NOCS) within 30 days after initial compliance period. The initial compliance period ends on the last day of the 12th full month following the compliance date. Performance Test Report: [63.3511(b)] If your facility is required to conduct performance tests (e.g., those with add-on control equipment), you must submit a performance test report within 60 days after completion of the performance test. Startup, Shutdown, Malfunction Reports: [63.3511(c)] A startup, shutdown, and malfunction report must be submitted immediately if there was a startup, shutdown, or malfunction of the control device during the reporting period that is not consistent with the startup, shutdown, and malfunction plan. If actions taken were consistent with the startup, shutdown, and malfunction plan, the report must be submitted semiannually. Semiannual Compliance Reports: [63.3511(a)] After the initial compliance period each affected source must submit semiannual compliance reports. Records: [63.3512 and 63.3513] Your facility is required to keep records of reported information and all other information necessary to document compliance with the rule for 5years.
