[  Background     TheMMPPsurfacecoatingsourcecategoryincludesfacilitiesthatcoatmetalpartsand \ productsforwhichotherspecificsurfacecoatingMACTsourcecategoriesarenotapplicable.   Thissourcecategorycomprisesnumerousdiverseoperationsthatapplysurfacecoatingstometal !E partsandproductsincluding,butnotlimitedto,railroadcars,medicalequipment,electronic "l equipment,wheelbarrows,magnetwire,heavydutytrucks,hardware,powertools,pipes, # structuralsteel,sportinggoods,lawnmowers,bicycles,autoparts,musicalinstruments,steel %  drums,armytanks,andindustrialmachinery.TheMMPPcategoryistrulya catchallsource F&! category.AlthoughtheindustriesinthiscategorygenerallyfallintoStandardIndustrial m'# Classification(SIC)codes33through39,applicabilitycannotbestatedintermsofSICcodes, (/$  sinceSICcodesdonotidentifywhichfacilitiesperformsurfacecoating.Inaddition,other )V%! coatingMACTsourcecategories(e.g.,largeappliances,metalfurniture,metalcans,metalcoils, *}&" etc.)maycoverportionsofmanyofthesameSICcategories,overlappingwithMMPP.To  ,'# complicatemattersfurther,awidevarietyofcoatingtechnologiesandapplicationmethodsare e employedacrossalltheseindustrysegments.Nationwide,therearethousandsoffacilities ' involvedincoatingofMMPP,withanestimated1500ormorebeingclassifiedasmajorsources. N   AddoncontrolsarerelativelyrareintheMMPPcategory.Onlyahandfuloffacilities   employingsomesortofcontroldevicewereidentifiedthroughthedatagatheringeffort. (  Therefore,earlyon,itwasanticipatedthatreductionofemissionsofhazardousairpollutants O  (HAP)wouldbeachievedprimarilythroughtheuseoflowHAPmaterials. v    TherearenoexistingfederalorStateregulationsrequiringcontrolofHAPemissions _  fromthiscategory.Reasonablyavailablecontroltechnology(RACT)requirementshavebeenin   placeforreductionofvolatileorganiccompound(VOC)emissionsfromthiscategorysincethe   late1970s,andmayhaveresultedinsomedegreeofcoincidentalreductionsinHAPemissions. 9  However,sincetheRACTrequirementsgenerallyapplyonlytofacilitieslocatedinozone `  nonattainmentareas,andmanyStateshaveapplicabilitythresholdsfortheRACTrequirements, " thereareagreatnumberofunregulatedMMPPfacilitiesremaining. I  DataGatheringEfforts     Datagatheringinvolvedindustrysurveys,sitevisits,consultationwithStateregulatory J agencies,andextensiveinteractionwithstakeholdergroups.Existingfacilityinformation q  availablethroughtheAerometricInformationRetrievalSystem(AIRS)andtheToxicRelease 3 Inventory(TRI)databasewasalsousefulinidentifyingfacilitiespotentiallyfallingwithinthe Z MMPPsourcecategory.    InMay1998,atwopagescreeningsurveywassenttoapproximately3000facilities 4! tentativelyidentifiedasMMPPoperations.Theresultsofthescreeningsurveywereusedto [" identifymajorandsyntheticminorsourcesthatperformcoatingoperationsonMMPP.Thislist # wasaugmentedwithnamesoffacilitiesprovidedbytradeassociationsandresultedinalistof $D  312corporateownerstowhomasubsequent,moredetailedsurveywasdistributed. %k!   ThedetailedsurveywasmailedinNovember1998to312corporationswhooperated (# majororsyntheticminorsourcesperformingcoatingoperationswithintheMMPPindustry.This E)$  datagatheringresultedinresponsesfrom639majorandsyntheticminorsources.Ofthe l*&!  +.'" facilitiesrespondingtothesurvey,only332submitteddataofsufficientqualitytoperformsome e degreeofanalysisoncoatingmaterialusage. '   Inordertogainabetterunderstandingoftheprocessesandconsiderationsassociatedwith u surfacecoatingofMMPP,theprojectteamvisitedanumberofmanufacturingfacilities.The   teammadeanefforttovisitfacilitiesrepresentingavarietyofindustrysegments.Theindustries (  visitedincludeheavydutytrucks,magnetwire,railroadcars,extrudedaluminum,aerospace O  groundsupportequipment,motorcycles,rubbertometalparts,steeldrumrecycling,defense v  equipment,andsteeljoists.Reportsdocumentingthesevisitswillbepartoftherulemaking  8  docket. _   PreviousApproachesExamined      TheprojectteamexploredvariousapproachestodeterminingtheMACTfloorand `  eventualregulatorystrategybasedontheavailableinformation.Thesearesummarizedbelow, " alongwiththeproblemsencounteredandreasonsfortheireventualabandonment.Fromthe I outset,theindustrystakeholdersandthevariousfacilitiesweregroupedintoindustry segments p basedonthetypeofproductscoated.Thiswasdonetoidentifytrendsamongthesegmentsand  toindicatewhetheroneormoresegmentswereinfluencingthefloordetermination.Italso # enabledthestakeholderstomoreeasilychecktheresultsfortheirrespectiveindustrysegments J andgiveEPAfeedbackontheapparentaccuracyoftheinformationreported.Furthermore,it q  providedamethodoforganizingmeetingsandteleconferencesforspecificindustrysegmentsto 3 providemorefocuseddiscussions. Z CoatingScenarioApproach     Fromtheoutset,theindustryhasstressedtheimportanceofcoatingperformanceandhow [" itaffectsthefunctionalityandappearanceofthepartsandproductscoated.Specificallythese # considerationsinvolvethespecificperformancecharacteristics(corrosionresistance,highgloss, $D  abrasionresistance,heatresistance,etc.)ofthecoatings.Theprojectteambelievedthata %k! reasonableapproachwouldbetoorganizethedatabygroupingsimilarcoatingoperationsbased &" onthetypeofproductbeingproduced,coatingperformancecharacteristics,andapplication (# methods,collectivelyreferredtoasa coatingscenario. E)$   +.'"   Althoughthisapproachwaspopularwiththestakeholders,thedatareportedinthesurvey e wasnotsufficientforanalysisonthatbasis.Thesurveyresultslackedspecificdataneededto ' linkperformancerequirementsandapplicationmethodwithspecificcoatingsused. N Consequently,the coatingscenarioapproachwasabandonedearlyon. u DetailedCoatingCategoryApproach󀀀 (    OneearlyattempttominimizetheeffectoftheextremediversityoftheMMPPsource v  categorywastoexplorethefeasibilityofa coatingcategoryapproach.Inthecoatingcategory  8  approach,thespecificindustryandthepartorproductcoatedhadnobearingontheanalysis.For _  thisanalysis,coatingswouldbegroupedaccordingtotheirtype(primers,colorcoats,topcoats,   clearcoats,adhesives,etc.)alongwiththethinnersandadditivesspecifiedfortheiruse.They   couldbefurthercategorizedbyresintype(acrylic,alkyd,epoxy,polyurethane,etc.).Then,the 9  HAPcontent asapplied(i.e.,afterthinningandmixingofadditives)couldbedeterminedand `  theaverageofthebestcoatingsineachcategorycouldrepresenttheMACTfloorforthatcoating " category.ThisapproachissimilartothecoatingcategoryapproachesusedintheWood I FurnitureManufacturingMACTandtheShipbuildingandRepairMACTsourcecategories. p However,itismorecomplexthanthosesincetheMMPPcategorycomprisesavastarrayof  coatingsandisfurtherbrokendownbyresintype. #   Aseriousdrawbacktothedetailedcoatingcategoryapproachwasthattheanalysis q  dependedonhighqualitysurveyresponsesthatwouldallowEPAtocorrelatecoatingtypewith 3 resintypeandHAPcontentforamultitudeofcombinations.Thesurveydatadidnotprovidethe Z levelofinformationrequiredtoenabletheteamtoperformameaningfulanalysis.Therefore,the  detailedcoatingcategoryapproachwasalsoabandoned.    OneNumberApproachBasedonFacilityEmissions ["   Afterabandoningthedetailedcoatingcategoryapproach,theprojectteamattemptedan $D  analysisofeachfacilitybasedonemissionsreportedfromthevariouscoatingoperations.In %k! manycases,respondentsreportedHAPemissionsforindividualcoatinglinesandotheremission &" pointsasrequested.Inmanyothers,however,suchestimateswerenotprovided.Inthosecases, (# theprojectteamusedavailablesurveyinformationonmaterialsusedtoderiveemissionestimates E)$  forthevariousemissionpointsatthefacility.Thecombinedreportedandderivedemission l*&! estimateswereusedinconjunctionwithmaterialdatareportedtodevelopafacilitywideratioof +.'" CF  Cee C  HAPemittedpervolumeofsolidsused.This onenumberapproachaccountedforallcoating e relatedemissions(painting,mixing,thinning,cleaning,etc.)andeliminatedtheneedto ' separatelyaccountforthinningandcleaningsolvents,paintadditives,etc. N   Althoughthe onenumberapproachisrelativelysimple,allowsflexibility,andaccounts   foremissionsfromalloperationswithintheboundariesofthecoatingoperation,theprojectteam (  questionedthedependabilityofusingacombinationofbasestoestimateemissions.Inorderto O  checkforpotentialproblems,theteamexaminedtheemissionsandmaterialsdatareportedfor v  severalfacilities.Inmanycases,theemissionsreportedcouldnotbereconciledwiththeHAP  8  contentofthematerialsused.Insomecases,theemissionswerereportedtobegreaterthanthe _  totalHAPcontentofallmaterialsreported.InordertoavoidbasingtheMACTfloorand   eventualregulationsonquestionable,unreconcilabledata,theteamdecidedtoabandonthe    emissionsapproachandrelysolelyonmaterialsreportedtodeterminetheoverall one 9  numberratioofpoundsHAPtogallonssolids. `   OneNumberApproachBasedonMaterialUsage I   Toavoidinconsistenciesandtoavoiddatathatcouldnotbeverified,the onenumber  approachwasmodifiedtorelysolelyonmaterialsusedintheentirecoatingandcoatingrelated # operationsatafacility.Usingmaterialdatareportedinthesurvey,thevolatileHAPcontentand J thesolidscontentwerebothsummedacrossallmaterials,andaratioofpoundsHAPusedper q  gallonsolidsusedwascalculatedforeachfacility.Thisnumberwasmodifiedtoreflectany 3 reductionsfromaddoncontrolsorfromwastematerialscollectedandshippedoffsite.Itwas Z anticipatedthatundertheeventualregulation,solventsrecycledonsitewouldnotbesubtracted,  sincetheywouldbereusedwithintheboundariesofthecoatingoperationandwouldnotaffect   thematerialbalance.Recycledmaterialscomingintotheoperationfromoffsitewouldbe 4! countedthesameasnewmaterialspurchased. ["   OncetheoverallHAPtosolidsratiowasdeterminedforeachfacility,thefacilitieswere $D  rankedinascendingorderbasedonthisratio(i.e.,rankedbestperformingtoworstperforming). %k! Thetop12%ofthesefacilitieswereidentifiedandtheiraverageratiorepresentedtheMACT &" floorfortheentiresourcecategory.Asimilarprocedurewasperformedonthefacilitiesinthe16 (# individualindustrysegments,todeterminetheeffectcertainsegmentsmayhaveonthefloor E)$  calculationandtoqualitativelyassesshowindividualsegmentsmaybeaffectedbyeventual l*&! regulationsbasedonthefloor.Thefloorcalculationbasedonallfacilities(i.e.,nosegmentation) +.'" yieldedanaverageratiooflessthan0.1poundHAPpergallonsolids.Thefloorcalculationsfor e individualsegmentsyieldedaveragesrangingfromzerolbHAP/galsolids(autoparts,structural ' steel)toveryhighaveragesof13lbHAP/galsolids(magnetwire)and58lbHAP/galsolids N (rubbertometalproducts).Thisvariationfromsegmenttosegmentindicatedthatasinglefloor, u withnosubcategorization,wouldnotberepresentativeofsimilarsources.Atentativedecision   wasmadetodividethesourcecategoryintoatleastthreesubcategories(magnetwire,rubberto (  metal,anda generalusesubcategoryforallothersegments). O    Inorderforthefloor(andeventualHAP/solidslimitintheregulation)tobecalculated  8  basedonsimilarsourceswithinasubcategory,themakeupofthesubcategorymustbe _  homogeneousenoughtoenablethevastmajorityoffacilitiestocomeintocomplianceby   implementingcontrolsorusingmaterialsandprocessessimilartothoseofthetopperforming   facilities.Toomuchdiversity(withrespecttoproductscoated,coatingperformance 9  requirements,etc.)withinasubcategoryresultsinameaninglessMACTfloor,sincethetop `  performingfacilities(andthespecificproductstheycoat)maynotberepresentativeofthe " subcategory.Aftercarefulreviewofthesurveyresultsfromindividualfacilitiesandconsultation I withseveralstakeholdergroups,theprojectteamconcludedthatthediversitywithinthegeneral p usesubcategoryremainedextremelybroad,andthatsomeothermeansofdisaggregatingthe  subcategorywasneeded. #   Becauseofthislackofhomogeneity,theprojectteamattemptedtoregrouptheproducts q  coatedintoadifferentsetofpotentialsubcategories.Forexample,insteadof automobileparts, 3  largetrucksandbuses, recreationalvehicles, heavyequipment,and railtransportation, Z theproductswithintheseindustrysegmentswereregroupedas vehiclefinishing, vehiclebody  parts, vehiclemechanicalparts, enginesandengineparts,and electricalpartsinorderto   groupmorehomogeneousproductsandperformancerequirementswithinthesubcategories. 4! Aftermeetingwithstakeholdersassociatedwiththeseexistingsegmentsandpotential [" subcategories,theteamconcludedthatthetopperformingfacilitieswithinthenewlyregrouped # subcategorieswerestillunrepresentative.Inanefforttosortoutthevariousproductsinto $D  meaningfulgroups,theprojectteamsharedanonCBIversionofthedatabasewiththeauto %k! industryattheirrequest.Theautoindustrystakeholdersthemselveswereunabletodetermine &" appropriatesubcategoriesfortheirownproducts.Afterapproximatelyeightmonthsofwrestling (# withvariouspermutationsoftheindustrysegmentsandsubcategorieswithoutanyresolutionin E)$  sight,theprojectteamabandonedthisapproach. l*&!  +.'" ЇSimplifiedCoatingCategoryApproach e   Inanattempttomitigatetheeffectsofdiversitywithinthegeneralusesubcategoryandto N minimizetheneedforalargenumberofadditionalsubcategories,theprojectteamrevisitedthe u coatingcategoryapproach.Thissimplifiedapproach,althoughsimilartothedetailedcoating   categoryapproachdiscussedearlier,wasbasedonalimitednumberofcoatingtypesonly (  (primers,colorcoats,topcoats,clearcoats,adhesives,etc.)withoutregardtoresintypeused O  (acrylics,alkyds,epoxies,etc.).Theteamfeltthatalimitednumberofcoatingcategoriescould v  beidentifiedinasimilarfashionasthesevencategoriesusedintheWoodFurniture  8  ManufacturingMACT.Ofcourse,thenumber,description,andHAPlimitsoftheMMPP _  categorieswouldbedependentonthedataanalysis.Onedrawbackwasthattherewouldbeno   quantitativelimitoncleaningsolventsused,leavingworkpracticesastheonlymeansofHAP   reductionfromcleaning.Thecoatingcategoryapproach,thoughanattractiveoneduetoits 9  inherentsimplicity,wasabandonedbecausethesurveyresponsesfailedtoprovidethe `  informationneededtolinkspecificcoatingswiththetypesandamountsofthinningsolvents " used,therebymakingcalculationof asappliedHAPcontentimpossible.Infact,one I stakeholdersgroup,theheavydutytruckindustry,tryingtoprovideinputtoEPAregarding p coatingcategoriesbyanalyzingsurveyresponsesfromtheirownfacilitiescouldnotdetermine   asappliedHAPcontentforthecoatingstheyuse.Thishelpedconfirmthefutilityofthis # approach.
