(#4   TheEPAsdraftsitevisitquestionnairewaspresentedasanexampleofthetypesofinformationlikelytoberegulated.Discussionofthedraftquestionnaireraisedseveralissues.Theseissuesaresummarizedasfollows.   TheparticipantsseeaclearneedtocoordinatethedevelopmentoftheeightMACTϜstandards,particularlywherethereisapotentialforoverlapinstandardsapplicability.TheEPAstatedthattheeightprojectleadsmeetonaregularbasisandthattheyaretrackingoverlappingissues.Inaddition,effortsarebeingmadetoreducetheparticipationandinformationcollectionburdenontheindustriesbycoordinatingsitevisitsandrequestsfordata.Forexample,themiscellaneousmetalpartsandplasticparts,angroupsarecoordinatingtheirsitevisitsandϜdevelopmentoftheirquestionnaires.̜  Anindustryrepresentativeaskedabouttheexpectedresponsetimeforquestionnaires.TheEPAstatedthatsixweekstotwomonthsisgenerallyallowedforcompletion.Someindustryrepresentativesnotedthatsixweeksisnotenoughtimeforextensivequestionnaires.Particularconcernwasexpressedforsmallbusinesses.̜  AttendeesraisedconcernsthatresponsetoaquestionnairewouldbeusedbytheenforcementbranchatEPA.TheEPArespondedthat,althoughtheEmissionsStandardsDivision(ESD)andtheOfficeofEnforcementandComplianceAssurance(OECA)bothgatherinformationundertheauthorityofsection114oftheCleanAirAct,regulatorydevelopmentinformationisnotroutinelysharedwithOECA.TheEPAparticipantsnotedthattheywerenotawareofanyinstancesofinformationgatheredforregulationdevelopmentbeingusedforenforcementpurposes.  AfewindustryrepresentativesstatedthatTitleVapplicationsarethebestsourcefordataaswellasforquestionnaireformatideas.TheEPAagreedandnotedthattheHeavyDutyTrucksitesthatwerevisitedinearlyJunehaveprovidedtheirTitleVpermitapplications.ItwasnotedthatTitleVpermitshavenotbeenissuedinsomestates,andthereforeonlytheapplicationsmaybeavailable.Inaddition,manyTitleVapplicationsarehundredsofpageslong.Ideally,EPAwouldliketocollectonlytheinformationintheapplicationsthatisrelevanttocoatingoperations (e.g.,flowdiagrams,processdescriptions,emissionsdata,andcontroltechnologyinformation *V%6 regardingcoatingoperationsinparticular.)OneindustryrepresentativesuggestedtailoringquestionnairestoeachStatetoreflectthepermitapplicationformatinthatState.   Thedraftsitevisitquestionnaireincludesquestionsaboutthefacilitieswastehandlingpractices.SomeparticipantsquestionedEPAsneedforthisinformationinregulatingHAPemissions.TheparticipantsstatedthatfacilitiesdonotmonitorHAPcontentsofwastestreams,andrequestsforsuchdatawouldbeveryburdensome.TheEPArespondedthattheMACTstandardsareintendedtoaddressallsourcesofHAPemissionsfromregulatedsources.However,EPAssitevisitquestionnairesmayrequestonlyqualitativeinformationregardingwastehandlingprocedures.  Someattendeesraisedtheconcernthatsomefacilitiescouldhavehundredsofcoatingstoreportonfortable2ofthedraftsitevisitquestionnaire.TheEPAdefinedthereportingscopetoincludethetop10to15coatingsusedatafacilitythataccountforatleast90percentofthetotalϜusage.  Questionswereraisedregardingwhatsourcetouseforreportingcoatingcontents.ItwaspointedoutthatMaterialSafetyDataSheets(MSDS)donotnecessarilyprovidecompletedataonHAPsandVOC.Thisissueisrelevanttoallofthecoatingprojectsandisfurtherdiscussedinsection5.0below.
