Emission Estimation Protocol for Petroleum Refineries

November 17 , 2010: This document and spreadsheet present the revised ICR (information collection request) draft emissions estimation protocol for refineries. Once finalized, these items are intended to provide guidance and instructions to petroleum refinery owners and operators, and to federal, state, and local agencies for the purpose of improving emission inventories for the petroleum refining industry.
EPA intends for this protocol to compliment the AP-42 emissions factors for petroleum refineries. Specifically, when the protocol identifies the use of emissions factors as the most appropriate methodology to use for estimating emissions, the factors in AP-42 (where available) should be the factors used. Efforts are on-going to update the AP-42 emission factors for petroleum refineries. As these emission factors are updated, EPA will correspondingly revise the Emissions Protocol for Refineries to include the updated AP-42 emission factors. As such, please check this web site (http://www.epa.gov/ttn/chief/efpac/esttools.html) before preparing the emissions inventory to ensure the most recent Refinery Emissions Protocol document is used.
