Shapefiles to use with the Spatial Surrogate Tool
We are providing shapefiles for input into the Spatial Surrogate Tool, which is stand-alone tool for generating
spatial surrogates that are inputs to emission models such as SMOKE. This tool allows users to generate, merge or
gapfill surrogate ratios for a user-specified grid, regardless of the type of operating system used and without needing third-party software.
The pre-release of this tool is available at the University of North Carolina's Carolina Environmental Program web site in the
MIMS Spatial Allocator User's Guide.
County Boundary Shapefiles for the U.S.
A U.S. county boundary shapefile is a required input for creating surrogates for allocating emissions provided at the county level. The county boundary shapefiles listed in the table below are based on year 2002 counties. They allow users to generate surrogates for use with the 2002 National Emission Inventory.

U.S. county boundaries for use with 1999-based inventories, 99_county_lu2k.tar.gz and 99_county_pophu2k.tar.gz, are posted on the EPA FTP site at ftp://ftp.epa.gov/EmisInventory/emiss_shp2006/us/ .

These shapefiles are the same as those used to derive the SMOKE-ready files that we have posted under "New" surrogates with two exceptions: we created a two new shapefiles: us_oilgas and pophu_0090. These new shapefiles enable creation of the Refineries / Tank Farms / Gas Stations surrogate (#675) and the housing change and population (#140) using the Spatial Surrogate Tool.

Shapefiles of the surrogate data for Mexico
SMOKE-ready surrogate data for Mexico consists of a 36-km and a 12-km surrogate for population (#100). The data are provided with the 2002-Based Platform, Version 3 files at ftp://ftp.epa.gov/EmisInventory/2002v3CAP/ancillary_smoke/ (see zip files 12km_surg_2002v3mpCAP_smokeformat.zip and 36km_surg_2002v3mpCAP_smokeformat.zip directories). The Mexico shapefiles used with the Surrogate Tool to build this surrogate are on the EPA FTP site at ftp://ftp.epa.gov/EmisInventory/emiss_shp2007
