	This directory contains the detailed files for the USEPA's 2008 version 1.5 release of the National Emissions Inventory (NEI) of air pollutants.  The NEI is prepared every 3 years from reports submitted by State, Local, and Tribal air agencies for air emission sources in their jurisdictions, supplemented by data developed by USEPA.  Emissions for both Criteria air pollutants and Hazardous air pollutants are included.
	The 2008 NEI v1.5 release was built using the new Emissions Inventory System (EIS).  The EIS is available to State, Local, and Tribal air agency registered users, and to USEPA Regional Office and Headquarters personnel.  Registered users of EIS are encouraged to use the EIS Gateway to browse and retrieve reports.  The exported detailed files being made available here are primarily intended for non-registered users of EIS, who would not otherwise have access to these data.
	Version 1.5 of the 2008 NEI includes emissions from 4 of the 5 data categories that the NEI usually has: Point sources, NonPoint sources, OnRoad sources, and NonRoad sources.  It does not include emissions from Event sources.  Event emissions include primarily emissions from wildfires and prescribed burning events.  We do not yet have complete coverage of these types of emissions.  We expect to make Event emissions available as part of an NEI version 2 release sometime later this year.
	For Version 1.5, we have excluded emissions of dioxins, furans, and mercury, pending a review of those data for outlier values.
	The zipped file for each of the four data categories includes a comma-separated-value (csv) file of the data for the full US, and an MSAccess(2003) mdb file which has links to the csv file.  The NonRoad csv file for the full US was too large to link from MSAccess, so it has been divided into 5 pieces, based upon EPA Regional Office groupings.
