àWe€received€a€number€of€comments€from€industry,€States,ÏRO's,€and€others€expressing€concern€about€the€cost€of€using€ourÏrecommended€gas„gas€and€liquid„gas€methods€that€specify€a€TTE€toÏmeasure€CE.€€In€light€of€the€President's€instructions€to€reviewÏFederal€regulations€for€ways€to€minimize€their€cost€to€industry,ÏOAQPS€in€March€1992€embarked€on€a€12-month€study€to€develop€andÏreview€possible€alternatives€and€the€effect€that€their€approvalÏwould€have€on€programs€to€assure€volatile€organic€compoundÏemissions€reductions.€€Clearly,€when€the€study€began,€we€did€notÏknow€of€less€costly€methods€with€measurement€capabilitiesÏequivalent€to€those€methods€using€the€TTE.€€ÌÌà  àTo€ensure€that€all€aspects€of€the€issue€were€considered,€theÏstudy€was€a€cooperative€effort€involving€all€the€divisions€inÏOAQPS.€€I€would€also€like€to€thank€the€Can€ManufacturersÏInstitute€(CMI)€for€their€participation€in€the€study.€€TheÏcomparison€field€test€CMI€conducted€not€only€demonstrated€thatÏthe€TTE€methods€are€the€most€precise€procedures€available€forÏdetermining€CE€but€also€provided€useful€data€in€the€developmentÏof€the€approved€alternative€CE€protocols.€€ÌÌà  àTo€add€further€flexibility,€the€guideline€document€alsoÏdescribes€an€aggregate€sampling€method€where€the€building€may€beÏused€as€an€enclosure€for€testing€and€for€multiple€lines€whichÏshare€a€common€VOC€control€device€such€as€an€incinerator€orÏadsorber€system.ÌÌòòImplementation€of€Capture€Efficiency€GuidanceóóÐ #è ÐÌà  àIn€accordance€with€the€technical€guidance€provided€in€theÏattached€document€"Guidelines€for€Determining€Capture€Efficiency"Ïand€the€policy€guidance€set€forth€here,€the€EPA€recommends€theÏuse€of€these€TTE€and€alternative€test€methods€to€the€States€andÏlocal€agencies€for€determining€CE.€€ÌÌà  àFor€the€purpose€of€CE€testing€to€determine€compliance€withÏVOC€Reasonably€Available€Control€Technology€(RACT)€requirements,Ïany€of€the€CE€testing€methods€described€in€the€attached€documentÏare€acceptable€to€EPA.€€Such€testing€includes€initial€complianceÏcertification,€enforcement€actions€where€noncompliance€isÏsuspected,€and€periodic€testing€as€may€be€required€pursuant€toÏEPA's€enhanced€monitoring€rules.€€The€LCL€should€not€be€used,Ïhowever,€for€enforcement€purposes€to€confirm€noncompliance;Ïsufficient€test€runs€should€be€run€to€meet€the€DQO€protocol.ÌÌà  àTo€allow€the€use€of€the€aggregate€sampling€method€for€CEÏcompliance€determinations,€the€State€should€provide€in€its€SIPÏthat€aggregate€sampling€requires€a€site-specific€SIP€or€FIPÏrevision€to€establish€a€federally€€enforceable€CE€RACT€for€theÏbuilding.€€The€building€RACT€should€provide€VOC€emissionÏreductions€equivalent€to€the€reductions€obtained€when€all€the€VOCÏemission€sources€within€the€building€are€meeting€their€individualÏRACT.€€In€testing€multiple€lines€connected€to€a€common€controlÏdevice€as€a€group,€the€CE€determined€for€the€group€should€complyÏwith€the€highest€(most€stringent)€CE€RACT€of€any€individual€lineÏin€the€group.Ìâ
