RE:        January 24 Workgroup Meeting

The next meeting of the Trading/Incentives Workgroup will be held
on January 24, 1996, immediately preceding the Controls
Strategies and Options Subgroup Meeting, from 8:30 AM to 1:00 PM at
the Leavey Center at Georgetown University, Washington, DC.
What follows is a draft of recommendations to the subcommittee and
an agenda for the morning.  The main item for the workgroup agenda
is to discuss this draft:

8:30 - 9:30 AM      Discussion and Consensus on Mission,
Rationale, Background,        and Market Driver

9:30 - 11:00 AM     Discussion and Consensus on Framework
Principles

11:00 - 11:15 AM    Break

11:15 - 12:00 PM    Assign Policy Issues to Members to Draft as
Issue Papers

12:00 - 1:00 PM                                             Lunch
