               The OTAG will hold a forum to discuss the Federal Energy Regulatory
               Commission's (FERC) Draft Environmental Impact Statement (DEIS)
               regarding their proposed rule promoting Wholesale Competition Through
               Open Access Non-Discriminatory Transmission Services by Public Utilities

               On March 29, 1995, the FERC proposed rules to allow for open access of transmission
services to the utility industry.  This action may cause a shift in the geographic location where
electricity is produced and in the emission growth expected.  These two factors could affect the
air quality in the Ozone Transport Assessment Group (OTAG) region.

The OTAG is charged with developing recommendations to address the transport of ozone and
its precursors in the eastern United States.  Emissions growth and/or a shift in the geographic
distribution of the emissions may exacerbate the ozone transport problem.  Because of
concerns regarding the proposed FERC rule, a DEIS was developed.  The DEIS is available
via modem by accessing the FERC's electronic bulletin board at (202) 208-1397 or fax your
request to the FERC's Public Reference Division, attention Bob Marshall, at (202) 208-2320.

The OTAG will hold a public forum to hear issues and possibly develop comments regarding
the DEIS.  If you wish to make a presentation at the forum, please contact Carol Sue

Please bring enough copies of your comments/presentation, including hard copies of your
overhead transparencies, for the OTAG representatives.  A copier will not be available at the
forum, however, an overhead screen and projector will be provided.
