EPA is proposing to revise one element of a final rule published January 18, 2000, regarding petitions filed by four Northeastern States under section 126 of the Clean Air Act (CAA). EPA is proposing to withdraw its section 126 findings and to deny the petitions under the 1-hour ozone standard with respect to sources ocated in the portion of Michigan that is at issue in the NOx SIP Call, known as the "coarse grid" part of that State. Although EPA has not identified any existing section 126 sources located in the coarse grid, this proposal would affect new sources locating in the coarse grid.
