Abstract:
On January 19, 2001, EPA issued federal guidance to assist states in the timely issuance of new source review permits to refineries that will be making onsite changes related to the desulfurization of gasoline in compliance with EPA's Tier 2/Gasoline Sulfur Control Program. The guidance addresses the selection of best available control technology (BACT) and lowest achievable emission rate (LAER) as required under the new source review permitting requirements. This guidance specifically addresses the control of NOx from new refinery process heaters, and VOC from hydrotreater and hydrogen units. This file is a cover memo about the guidance.
