Abstract: This compliance guide will help architectural coating manufacturers and importers, particularly small entities, understand and comply with the standards. The guide is being published in accordance with the Small Business Regulatory Enforcement Fairness Act of 1996. The architectural coatings rule was issued as one component of a regulatory program established by Congress in 1990 to reduce emissions of volatile organic compounds from consumer and commercial products. The rule was published on September 11, 1998 in the Federal Register (63 FR 48848) and amended on June 30, 1999 (64 FR 34997). Copies are included in the compliance guide.
