Abstract: This document is the Background Information Document for the final National Volatile Organic Compound Emission Standards for Automobile Refinish Coatings. The final rule applies to manufacturers and importers of automobile refinish coatings and coating components. Automobile refinish coatings, such as primers and topcoats, are mostly used by painters at bodyshops to refinish cars and trucks. This document contains public comments and the EPA's responses to those comments.
