Abstract: This memorandum provides guidance on the implementation of the major New Source Review (NSR) provisions under title I, Part D, of the Clean Air Act in fine particulate (PM-2.5) nonattainment areas in the interim period between the effective date of the PM-2.5 NAAQS designations (4/5/05) and when EPA promulgates regulations to implement nonattainment major NSR for the PM-2.5 NAAQS.
