Abstract: This document summarizes the requirements for section 111(d) State plans for municipal solid waste(MSW)landfills. The March 12, 1996 emission guidelines require States to submit State plans that explain how they will implement and enforce the guidelines for existing MSW landfills. This document explains the required content of State plans, outlines the time line and responsibilities for developing and submitting State plans, and answers general questions about how to prepare State plans.
