Abstract:
The EPA is re-issuing the Early Planning Guidance, issued May 6, 1998, to reflect applicable modifications as a result of new legislation, the Transportation Equity Act for the 21st Century (TEA-21),signed into law on June 9, 1998. The Early Planning Guidance addresses two Clean Air Act requirements. First, the guidance addresses the requirement under the Clean Air Act for governors to submit recommendations for designations (i.e., nonattainment, attainment, and unclassifiable) for the revised ground-level ozone and particulate matter (PM) standards. Second, the guidance explains the process for States to follow for ensuring that general authority/infrastructure State implementation plans (SIPs) are adequate for the revised ozone and PM standards.
