| Abstract: Consistent with the implementation framework set forth in the President's July 16, 1997 Directive, the EPA intends to minimize the changes States will need to make to their existing programs in ozone nonattainment areas that will be classified as transitional. This concept paper describes how the EPA intends to address the New Source Review (NSR) requirements under the CAA consistent with the President's Directive and taking into account the regional nature of the ozone problem and its potential control strategies.
