Abstract: This memo outlines EPA's interpretation of the impact of the DC Circuit Court of Appeals decision in American Corn Growers et al v. EPA on the WRAP Annex rule; i.e., that the decision in no way aaffects the WRAP Annex or EPA's proposal to incorporate the Annex into its regional haze rule.
