Abstract: This guidance is based on the results of a study conducted by Society of Automotive Engineers (SAE) as a part of a cooperative agreement with EPA to evaluate state-operated smoke testing programs. Under the cooperative agreement, SAE conducted a comprehensive survey of existing and planned programs.
