Today's action promulgates provisions for wastewater streams associated with three source categories: acetal resins (AR), acrylic and modacrylic fibers (AMF), and polycarbonate (PC) production. This file contains a fact sheet summary of the final wastewater provisions.
On June 29, 1999 (64 FR 34854), EPA promulgated a consolidated rule for four
source categories (AR, AMF, PC, and hydrogen fluoride (HF)), as well as general control requirements for certain types of emission points for hazardous air pollutants (HAP). At that time, EPA deferred taking final action on wastewater streams associated with AR, AMF, and PC production source categories based on a need to propose significant changes to the wastewater provisions (previously proposed on October 14, 1998 (63 FR 55178)). The HF production source category was excluded because it does not have associated wastewater streams. Parallel to the June 29, 1999 consolidated rule, EPA published a supplemental notice of proposed rulemaking for wastewater streams associated with the AR, AMF, and PC production source categories (64 FR 34950). In that notice, EPA reopened the public comment period regarding the proposed wastewater provisions. This final action is based on EPA's response to comments received on the wastewater provisions it proposed on June 29, 1999 (64 FR 34950).
