Abstract: The U.S. EPA is proposing a rule to control emissions of toxic air pollutants during hydrochloric acid (HCl) production. The hazardous air pollutants that would be reduced by the proposed rule are hydrogen chloride and chlorine. The rule, as proposed, would affect new, reconstructed, and existing HCl production facilities, including those at fume silica facilities. This file is the text of the fact sheet.
