Primary Copper Smelters
The document is a proposed National Emissions Standard for Hazardous Air Pollutants from the Primary Copper Smelting Source Category. The proposed standard sets emission limitations for Hazardous Air Pollutants from all of the pyrometallic operations at conventional primary copper smelters using conventional batch-type converters. Emissions limitations are expressed as grain loadings from control devices such as scrubbers, baghouses and electrostatic precipitators. Limitations for fugtive emissions from batch converter operations are expressed as not to exceed 6-minute method 9 opacity readings.
Fugitive dust emissions from other parts of the smelter operations are controlled by means of a site-specific fugtive dust control plan.
The proposal has a sixty day comment period.
