Abstract:
This file contains text of the preamble for a proposed rule that would reduce emissions of hazardous air pollutants (HAP) from existing and new facilities that manufacture flexible polyurethane foam. In the production of flexible polyurethane foam a variety of HAP are used as reactants or process solvents. The HAP emitted by the facilities covered by this proposed rule include methylene chloride, toluene diisocyanate, methyl chloroform, methylene diphenyl diisocyanate, propylene oxide, diethanolamine, methyl ethyl ketone, methanol, and toluene. Methylene chloride comprises over 98 percent of the total HAP emissions from this industry. This proposed rule is estimated to reduce emissions of these pollutants by over 12,500 Megagrams per year (Mg/yr), with over 99 percent of this total expected to be methylene chloride emission reductions.
