Abstract:
On January 12, 2000, EPA proposed to amend its national air toxics standards for Aerospace Manufacturing and Rework Facilities to include a separate emission standard for exterior primers used for large commercial aircraft components (parts or assemblies) or for fully assembled large commercial aircraft (at existing facilities that produce fully assembled large commercial aircraft). EPA proposed these amendments based on review of data that support
significant technical concerns about aircraft manufacturers' ability to achieve the current air toxics and volatile organic compound (VOC) content limit requirements when using exterior primers. This file is the text of the proposed amendment.
