Abstract: EPA is issuing a final air toxics rule for municipal solid waste landfills. The rule applies both to major and area sources and contains the same requirements as the Emission Guidelines and New Source Performance Standards for landfills. The final rule adds startup, shutdown, and malfunction requirements, adds operating condition deviations for out-of-bounds monitoring parameters, requires timely control of bioreactor landfills, and changes the reporting frequency for one type of report.
