Abstract:
On December 8, 1999, EPA issued proposed extending for five years the current Title V operating permit deferrals for area sources for five national emission standards for toxic air pollutants. Halogenated Solvent Degreasing; Perchloroethylene Dry Cleaning; Ethylene Oxide Sterilization; Chromium Electroplating; and Secondary Lead Smelting. EPA's proposed amendments will continue to allow permitting authorities to defer for five years the need for area sources in the five source categories listed above to get Title V operating permits. The continued deferrals will relieve tens of thousands of small sources the need to prepare and issue title V permits during a period when available permitting authority resources are necessary to prepare and issue permits for major sources. This file is the text of the proposed rule.
