| Abstract: This document contains the text of a proposed standard to reduce air emissions of hazardous air pollutants (HAP) from existing and new facilities that manufacture pharmaceutical products. The agency intends that this proposed rule will have a common technology basis with a rule yet to be issued by EPA's Office of Water (OW); this will allow coordinated and cost effective compliance planning by the industry. In addition to soliciting comments on various aspects of the proposed rule, this document also solicits comments on possible approaches for the OW rule. The major HAPs emitted by facilities covered by this proposed rule include methylene chloride, methanol, toluene, and hydrogen chloride. Methylene chloride is considered to be a human carcinogen and the other pollutants can cause noncancer health effects in humans. The proposed rule is estimated to reduce HAP emissions from existing facilities by 22,000 megagrams per year (Mg/yr). It also reduces volatile organic compound (VOC) emissions. (291KB in WP format) |
