Abstract: The purpose of this memorandum is to provide guidance to clarify how to apply the major source threshold for hazardous air pollutants (HAPs) as defined in Section 112(b) of the Clean Air Act Amendments of 1990 that are listed as compounds (e.g., antimony compounds), salts and esters (e.g., 2,4D), and/or as "plurals" (e.g., xylenes).
