Abstract:
On January 10, 2000, EPA proposed amendments to its April 1994 rule controlling air toxics generated by the synthetic organic chemical manufacturing industry and several other processes. That rule is commonly referred to as the "HON." This proposal would amend the definition of the term "process vent," add procedures for identifying "process vents," and make editorial changes to reflect the revised definition. These changes are being proposed to reduce the burden associated with developing operating permits for facilities subject to the rule. Today's action proposes provisions to address off-site control of process vent emissions and to add provisions for establishing a new compliance date under certain circumstances. The proposal also would add another procedure to 40 CFR 63, appendix C, for use in determining the performance of biological treatment units with multiple mixing zones.
