Abstract: In 1994, EPA was sued on the promulgated Subpart A (General Provisions) and Subpart B (Section 112(j) rule) regulations. In 2000, the litigants and EPA reached agreement on changes to make to both of these subparts. These amendments incorporate the changes agreed to as a result of the litigation.
