Abstract: This memorandum provides a response to Mr. Tom Osburn of the Society of Independent Gasoline Marketers of America, (SIGMA) on how the EPA will deal with major sources regulated under the Gasoline Distribution NESHAP that have sought "sythetic minor" permit, but have not received the needed permit by the December 15, 1997 compliance date.
