Abstract: On May 12, 1997 the U.S. Environmental Protection Agency published an advance notice of proposed rulemaking on potentially adding research and developement facilities as a source category to the list of major sources specified in section 112(c)(1) if the Clean Air Act. As a result of the large number of coments, a stakeholder group was formed on this listing. The stakeholder group met in Durham, North Carolina on November 18, 1997. This doucment is a summary of the issues discussed and action items from that meeting.
