August 18, 1994 RE-RELEASE OF ADDITIONAL QUESTIONS ON ETS On July 20, 1994 U.S. EPA's Acid Rain Division released a document containing a set of additional questions and answers relating to electronic data reporting under Part 75 and the Emission Tracking System. This document, titled "Additional Questions on ETS and Electronic Reporting Under Part 75", was distributed to attendees at EPA's Acid Rain Implementation meeting for Phase II utilities in Denver, Colorado on July 21st and 22nd. On July 29th an electronic version of the document was placed on EPA's TTN Bulletin Board (BBS) for access by the general public. On August 11, 1994, EPA realized that it had mistakenly placed a draft version of the document on the BBS for electronic distribution, instead of the final document released in Denver. As a result, the zip file containing the incorrect Question and Answer document along with the CEM Policy Manual Update #3 and Electronic Data Reporting Format (V 1.2) documents was removed from the TTN BBS on August 12, 1994. Today EPA is releasing the correct electronic version of the Question and Answers document, in a file named "REV- Q&A3.ZIP." This final version is dated August 16, 1994. Please note that the CEM Policy Manual Update #3 and the Revised EDR (V 1.2) files were correct and are again available on the BBS in a separate file named "EDRCEM.ZIP". The Acid Rain Division apologizes for any confusion that this mistake may have caused. ARD will contact all individuals who downloaded the file from the BBS directly to ensure that they receive the correct version of this guidance document as quickly as possible. In addition, ARD has deleted Question #10 from this document. At the Acid Rain Phase II conference in Denver several participants asserted that the answer to Question #10 contradicted earlier EPA guidance on the use of partial operating hours for calculating percent monitor data availability, including the EPA DCAS software used to verify data acquisition and handling systems (DAHS) under Part 75. EPA has reviewed the reference guidance and agrees. EPA asks that utilities and vendors disregard the answer to Question #10 in the July 20 version of this document. EPA appreciates the prompt reaction of the regulated community to this error.
