Abstract: This memo from Brian J. McLean of EPA's Office of Atmospheric Programs (OAP) provides: 1) guidance with respect to the use of emissions-based fees during Phase 1 of the Acid Rain Program, and 2) model language for States who wish to incorporate by reference the Federal acid rain rules to satisfy the requirements to have regulatory authority to carry out a State acid rain program.
