Abstract: This 3/28/95 memo from John Seitz of OAQPS to EPA's Regional Air Division Directors presents updates and clarifications to the sanctions policy for State Title V Operating Permit Programs. (The initial policy was contained in a 3/15/94 from Seitz.) The memo notes EPA's intent to publish a Notice of Proposed Rulemaking in mid-1995 selecting the order of sanctions to be applied under Title V. This memo presents updated EPA thinking on how the sanctions process should work in the interim period. Sections addressing the following components of the process are included: Sanctions for Failure to Submit, Sanctions for Program Disapproval, Partial Approvals, and Scope of Application of Sanctions.
