Attached is a notice extending the public comment period for the advance notice of proposed rulemaking (ANPR) published February 16, 2005 (70 FR 7905). The ANPR asked for public comments to help us identify monitoring in Federal and State air quality standards and rules that may be potentially inadequate with respect to the monitoring requirements of title V of the Clean Air Act. The ANPR also sought comments on methods to improve such monitoring. Publication of the ANPR was one step in a four-step process to address title V monitoring.
After publishing this ANPR, we received a letter dated March 11, 2005, from Environmental Integrity Project and several other environmental and citizens' organizations requesting a 120-day extension of the public comment period to allow the public to provide more meaningful comments, given the broad scope of the ANPR. We believe it is reasonable to extend the public comment period for sixty days and is hereby granting the requested extension for that period.
The original date for the close of comment period is April 18th; the new date is June 17th.
